The Standing Senate Committee on Human Rights met this day at 11:32 a.m., in room 9, Victoria Building, the chair, the Honourable Jim Munson, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Bernard, Bovey, Eaton, Hartling, Hubley, Martin, Munson, Ogilvie and Pate (11).

Other senator present: The Honourable Senator Frum (1).

In attendance: Jean-Philippe Duguay and Erin Shaw, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, April 13, 2017, the committee began its examination of Bill S-232, An Act respecting Canadian Jewish Heritage Month.

WITNESSES:

The Honourable Senator Linda Frum, sponsor of the bill.

Centre for Israel and Jewish Affairs:

Shimon Fogel, CEO.

B'Nai Brith Canada:

Michael Mostyn, Chief Executive Officer.

The chair made a statement.

The Honourable Senator Frum, Mr. Fogel, and Mr. Mostyn each made a statement and, together, answered questions.

At 12:21 p.m., the committee suspended.

At 12:23 p.m., the committee resumed.

It was agreed:

That the committee proceed to clause-by-clause consideration of Bill S-232, An Act respecting Canadian Jewish Heritage Month.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the preamble carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that Bill S-232 be reported, without amendments, to the Senate.

It was agreed:

That notwithstanding the motion adopted in committee on December 11, 2015, reduced quorum for the purposes of hearing testimony, for the period from May 15 to May 19 be any 3 members of the committee.

At 12:24 p.m., the committee adjourned to the call of the chair.
