The Standing Senate Committee on Human Rights met this day at 6:10 p.m., in Ballroom, Delta Waterfront, the chair, the Honourable Jim Munson, presiding.

Members of the committee present: The Honourable Senators Hartling, McPhedran, Munson and Pate (4).

In attendance: Jean-Philippe Duguay and Erin Shaw, Analysts, Parliamentary Information and Research Services, Library of Parliament; Tony Spears, Chief Writer and Media Relations, Senate Communications Directorate.

Also present: The official reporter of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 15, 2016, the committee continued its study on the issues relating to the human rights of prisoners in the correctional system. (For complete text of the order of reference, see proceedings of the committee, Issue No. 14.)

WITNESSES:

Canadian Families and Corrections Network:

Margaret Holland, Ontario Co-ordinator, Visitor Resource Centres.

John Howard Society of Canada:

Catherine Latimer, Executive Director;

Lawrence DaSilva, Former Federal Prisoner.

As individuals:

Sean Ellacott, LL.B., Director, Prison Law Clinic, Faculty of Law, Queen's University;

Julie Langan;

Katheryn Wabegijig.

The chair made a statement.

It was agreed that cameras be permitted to broadcast the proceedings.

Ms. Holland, Ms. Latimer, Mr. DaSilva and Mr. Ellacott each made statements and answered questions.

At 7:23 p.m., the committee suspended.

At 7:30 p.m., the committee resumed.

Ms. Langan and Ms. Wabegijig each made statements and answered questions.

At 8:38 p.m., the committee suspended.

At 8:40 p.m., the committee resumed.

At 9:02 p.m., the committee adjourned to the call of the chair.
