The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 10:01 a.m., in room
B45, Senate of Canada Building, the chair, the Honourable Leo Housakos, presiding.
Members of the committee present: The Honourable Senators Batters, Dalphond, Greene, Housakos, Joyal, P.C.,
McCoy, Poirier, Ringuette, Seidman and Wells (10).
Other senator present: The Honourable Senator Massicotte (1).
In attendance: Laurence Brosseau and Isabelle Brideau, Analysts, Parliamentary Information and Research
Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, November 27, 2018, the committee began its
study to develop and propose a mission and purpose statement for the Senate; and review the totality of its procedural
rules as embodied in the Rules of the Senate and revise them so that they incorporate the multiple roles of the modern
