The Subcommittee on the Senate Estimates of the Standing Committee on Internal Economy, Budgets and Administration, met this day at 9:04 a.m. in room 256-S, Centre Block for the purpose of holding its organization meeting, pursuant to rule 12-13.

Members of the subcommittee present: The Honourable Senators Campbell, Downe, Jaffer, Tannas, Tkachuk and Wells (6).

Other senator present: The Honourable Senator Cowan (1).

In attendance: Vanessa Moss-Norbury, Procedural Clerk; Jodi Turner, Procedural Clerk, Victoria Deng, Legislative Clerk; Nicole Proulx, Chief Corporate Services Officer and Clerk of the Standing Committee on Internal Economy, Budgets and Administration; Pascale Legault, Chief Financial Officer; Nathalie Charpentier, Comptroller and Deputy Chief Financial Officer; and Claudine Courtois, office of Senator Wells.

Also present: The official reporters of the Senate.

WITNESS:

As an individual:

The Honourable Senator James S. Cowan, Leader of the Senate Liberals

The Honourable Senator Campbell moved:

That each subcommittee member be allowed to have one staff person present at in camera meetings;

That the subcommittee allow one staff person from each of the offices of the Leader of the Government, the Leader of the Opposition and the Leader of the Senate Liberals to be present at in camera meetings; and

That they be included in the distribution list for documents unless otherwise decided by the chair and deputy chair.

The question being put on the motion, it was adopted.

The Honourable Senator Campbell moved:

That the chair and deputy chair be empowered to make decisions on behalf of the subcommittee with respect to its agenda, to invite witnesses, and to schedule hearings.

The question being put on the motion, it was adopted.

The Honourable Senator Tkachuk moved:

That, pursuant to rule 12-17, the chair be authorized to hold meetings, to receive and authorize the publication of the evidence when a quorum is not present.

The question being put on the motion, it was adopted.

The Honourable Senator Tannas moved:

That the chair, on behalf of the subcommittee, direct staff in the preparation of studies, analyses, summaries, and draft reports.

The question being put on the motion, it was adopted.

The Honourable Senator Downe moved:

That, the subcommittee allow an audio recording of its in camera meetings, that one copy be kept in the office of the clerk for consultation after authorization by the chair and deputy chair; and

That the recordings be destroyed by the clerk when authorized to do so by the subcommittee, but no later than at the end of this parliamentary session.

The Honourable Senator Tkachuk moved:

That the Chair be authorized to request transcripts of in camera meetings and interpretation as needed; and

That one copy of the transcript of each in camera meeting be kept in the subcommittee clerk's office for consultation by members of the subcommittee only.

At 9:10 a.m., pursuant to rule 12-16(1)(d), the subcommittee proceeded in camera to consider a draft agenda.

At 9:59 a.m., the subcommittee suspended.

At 10:17 a.m., the subcommittee resumed in camera.

It was agreed that the chair of the subcommittee request an extension of the reporting deadline from May 12 to May 17, 2016.

The subcommittee resumed in public.

The Honourable Senator Cowan made a statement and answered questions.

At 11:03 a.m., the subcommittee adjourned to the call of the chair.
