The Standing Senate Committee on National Security and Defence met this day at 1:01 p.m., in room 2, Victoria Building, the chair, the Honourable Daniel Lang, presiding.

Members of the committee present: The Honourable Senators Beyak, Carignan, P.C., Day, Lang, Mitchell, Ngo, Smith (Saurel), Wells and White (9).

In attendance: Dominique Valiquet, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, January 26, 2016, the committee continued its study on Canada's national security and defence policies, practices, circumstances and capabilities. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1)

WITNESSES:

Canada Border Services Agency:

Martin Bolduc, Vice President, Programs Branch;

Caroline Xavier, Vice President, Operations Branch.

Communications Security Establishment:

Greta Bossenmaier, Chief.

The chair made a statement.

Mr. Bolduc made a statement and, together with Ms. Xavier, answered questions.

At 2:05 p.m., the committee suspended.

At 2:08 p.m., the committee resumed.

Mr. Bossenmaier made a statement and answered questions.

At 3:08 p.m., the committee suspended.

At 3:31 p.m., pursuant to the order of reference adopted by the Senate on Tuesday, February 2, 2016, the committee continued its study on security threats facing Canada.

WITNESSES:

As individuals:

Stephanie Carvin, Assistant Professor, International Relations, Norman Paterson School of International Affairs;

Adam Chapnick, Professor and Deputy Director, Education, Canadian Forces College, Department of National Defence;

Kevin Quigley, Associate Professor and Director, MacEachen Institute for Public Policy and Governance;

Andrew Graham, Adjunct Professor, School of Policy Studies, Queen's University.

The chair made a statement.

Ms. Carvin and Mr. Chapnick made statements and answered questions.

At 4:30 p.m., the committee suspended.

At 4:34 p.m., the committee resumed.

Mr. Quigley and Mr. Graham made statements and answered questions.

At 5:30 p.m., the committee adjourned to the call of the chair.
