The Standing Senate Committee on National Security and Defence met this day at 12 p.m., in room 2, Victoria Building, the chair, the Honourable Daniel Lang, presiding.

Members of the committee present: The Honourable Senators Beyak, Dagenais, Kenny, Lang, Lankin, P.C., McPhedran, Saint-Germain, Wallin and White (9).

Other senators present: The Honourable Senators Baker, P.C., and Runciman (2).

In attendance: Marcus Pistor, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 1, 2017, the committee began its examination of Bill S-233, An Act to amend the Customs Act and the Immigration and Refugee Protection Act (presentation and reporting requirements).

WITNESSES:

The Honourable Senator Bob Runciman, sponsor of the bill;

Gord Brown, Member of Parliament for Leeds—Grenville—Thousand Islands and Rideau Lakes;

Senator Patty Ritchie, New York State Senate.

Gary DeYoung, Tourism Director.

Scott Newark, Public Policy Consultant.

The chair made a statement.

The Honourable Senator Bob Runciman, Senator Ritchie and Mr. Brown each made a statement and, together, answered questions.

At 12:45 p.m., the committee suspended.

At 12:49 p.m., the committee resumed.

Mr. DeYoung and Mr. Newark each made a statement and, together, answered questions.

At 1:22 p.m., the committee adjourned to the call of the chair.
