The Standing Senate Committee on National Security and Defence met this day at 1:03 p.m., in room 2, Victoria Building, the deputy chair, the Honourable Jean-Guy Dagenais, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Boniface, Dagenais, Dean, Jaffer, McIntyre, McPhedran, Oh and Richards (9).

In attendance: Daniel McBryde and Constance Naud-Arcand, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

The deputy chair presided over the election of a second deputy chair.

The Honourable Senator McIntyre moved:

That the Honourable Senator Jaffer be second deputy chair of the committee.

The question being put on the motion, it was adopted.

At 1:05 p.m., pursuant to the order of reference adopted by the Senate on Thursday February 15, 2018, the committee began its study on the subject matter of Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts, insofar as it relates to Canada's borders.

WITNESSES:

Gil Kerlikowske, former Commissioner, U.S. Customs and Border Protection (by video conference).

Brookings Institution:

John Hudak, Deputy Director, Center for Effective Public Management.

As an individual:

Len Saunders, Attorney at Law, The Immigration Law Firm.

Canada Border Services Agency:

Peter Hill, Associate Vice-President, Programs Branch.

Global Affairs Canada:

Kevin Thompson, Director General, North America Strategy Bureau.

Royal Canadian Mounted Police:

Jamie Solesme, Superintendent, Federal Policing, Criminal Operations.

The deputy chair made a statement.

Mr. Hudak and Mr. Kerlikowske each made statements and answered questions.

At 2 p.m., the committee suspended.

At 2:06 p.m., the committee resumed.

Mr. Saunders made a statement and answered questions.

At 3:01 p.m., the committee suspended.

At 3:07 p.m., the committee resumed.

Mr. Hill made a statement and, together with Mr. Thompson and Ms. Solesme, answered questions.

At 4:29 p.m., the committee adjourned to the call of the chair.
