The Standing Senate Committee on National Security and Defence met this day at 2:32 p.m., in room 9, Victoria Building, the chair, the Honourable Gwen Boniface, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Boniface, Brazeau, Dagenais, Dean, Jaffer, McIntyre, Oh and Richards (9).

Other senators present: The Honourable Senators Black (Centre Wellington), Gold and Lankin, P.C. (3).

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, February 15, 2018, the committee continued its study on the subject matter of Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts, insofar as it relates to Canada's borders. (For complete text of the order of reference, see proceedings of the committee, Issue No. 21.)

APPEARING:

The Honourable Ralph Goodale, P.C., M.P., Minister of Public Safety and Emergency Preparedness.

WITNESSES:

As an individual:

Lorne Waldman, Lawyer.

Public Safety Canada:

Trevor Bhupsingh, Director General, Law Enforcement and Border Strategies.

The chair made a statement.

Mr. Waldman made a statement and answered questions.

At 3:27 p.m., the committee suspended.

At 3:45 p.m., the committee resumed.

The minister made a statement and, together with Mr. Bhupsingh, answered questions.

At 4:45 p.m., the committee suspended.

At 4:47 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera

At 4:48 p.m., the committee adjourned to the call of the chair.
