The Standing Senate Committee on National Security and Defence met this day at 1 p.m., in room 2, Victoria Building, the chair, the Honourable Gwen Boniface, presiding.

Members of the committee present: The Honourable Senators Bernard, Boisvenu, Boniface, Dagenais, Jaffer, McIntyre, McPhedran, Oh and Richards (9).

Other senators present: The Honourable Senators Griffin and Housakos (2).

In attendance: Daniel McBryde and Constance Naud-Arcand, Analysts, Parliamentary Information and Research Services, Library of Parliament; Marcy Galipeau, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 3, 2018, the committee began its consideration of Bill C-211, An Act respecting a federal framework on post-traumatic stress disorder.

WITNESSES:

Todd Doherty, M.P., sponsor of the bill.

Public Health Agency of Canada:

Anna Romano, Director General, Centre for Health Promotion.

Public Safety Canada:

Stéphanie Durand, Director General, Policy and Outreach.

Veterans Affairs Canada:

Lina Carrese, Acting Director of Mental Health, Health Professionals Division.

National Defence and the Canadian Armed Forces:

Colonel Rakesh Jetly, Senior Psychiatrist and Mental Health Advisor, Canadian Forces Health Services Group.

Canadian Federation of Nurses Unions:

Linda Silas, President.

Canadian Psychological Association:

Dr. Patrick Baillie, President;

Dr. Karen Cohen, Chief Executive Officer.

Global Affairs Canada:

Larisa Galadza, Director General, Peace and Stabilization Operations Program.

The chair made a statement.

Mr. Doherty, sponsor of the bill, made a statement and answered questions.

At 1:59 p.m., the committee suspended.

At 2:05 p.m., the committee resumed.

Ms. Romano, Ms. Durand, Ms. Carrese and Colonel Jetly each made statements and answered questions.

At 2:58 p.m., the committee suspended.

At 3:06 p.m., the committee resumed.

Ms. Silas, Dr. Cohen and Dr. Baillie each made statements and answered questions.

At 3:54 p.m., the committee suspended.

At 4:04 p.m., the committee resumed and pursuant to the order of reference adopted by the Senate on Tuesday, January 26, 2016, the committee continued its examination on Canada's national security and defence policies, practices, circumstances and capabilities. Ms. Galadza made a statement and answered questions.
