The Committee of Selection met this day at 11:02 a.m., in room 356-S, Centre Block, the chair, the Honourable Donald Neil Plett, presiding.

Members of the committee present: The Honourable Senators Black, Carignan, P.C., Fraser, Frum, Martin, McCoy, Mitchell, Omidvar, Plett, Pratte, Tardif and Wells (12).

Also present: The official reporters of the Senate.

The chair informed the committee about a vacancy in the deputy chair.

The chair presided over the election of a deputy chair.

The Honourable Senator Wells moved that the Honourable Senator Fraser be deputy chair of the committee.

The question being put on the motion, it was adopted.

It was agreed that the term “non-recognized party” be replaced, after the usual consultations.

Pursuant to the orders of the Senate of December 7 and December 12, 2016, the committee proceeded with nomination of senators to serve on committees.

The committee proceeded with nomination of senators to serve on the Standing Senate Committee on Aboriginal Peoples.

The Honourable Senator Wells moved that the Honourable Senators Beyak, Enverga, Patterson, Raine, Tannas and Oh be nominated to the Standing Senate Committee on Aboriginal Peoples;

The Honourable Senator Fraser moved that the Honourable Senators Dyck, Lovelace Nicholas and Moore be nominated to the Standing Senate Committee on Aboriginal Peoples;

The Honourable Senator Omidvar moved that the Honourable Senators Boniface, McPhedran, Meredith, Pate, Sinclair and McCoy be nominated to the Standing Senate Committee on Aboriginal Peoples;

The question being put on the motion, it was adopted.

The committee proceeded with the nomination of senators to serve on the Standing Senate Committee on Agriculture and Forestry.

The Honourable Senator Tardif moved that the Honourable Senators Mercer, Merchant and Tardif be nominated to the Standing Senate Committee on Agriculture and Forestry;

The Honourable Senator Omidvar moved that the Honourable Senators Woo, Gagné, Bernard, Petitclerc, Pratte and McCoy be nominated to the Standing Senate Committee on Agriculture and Forestry;

The Honourable Senator Wells moved that the Honourable Senators Beyak, Dagenais, Maltais, Ogilvie, Oh and Plett be nominated to the Standing Senate Committee on Agriculture and Forestry.

The question being put on the motion, it was adopted.

The committee proceeded with the nomination of senators to serve on the Standing Senate Committee on Banking, Trade and Commerce.

The Honourable Senator Omidvar moved that the Honourable Senators Black, Campbell, Moncion, Ringuette, Wallin and Wetston be nominated to the Standing Senate Committee on Banking, Trade and Commerce;

The Honourable Senator Wells moved that the Honourable Senators Enverga, Greene, Plett, Smith, Tannas and Tkachuk be nominated to the Standing Senate Committee on Banking, Trade and Commerce;

The Honourable Senator Fraser moved that the Honourable Senators Day, Massicotte and Tardif be nominated to the Standing Senate Committee on Banking, Trade and Commerce.

The question being put on the motion, it was adopted.

The committee proceeded with the nomination of senators to serve on the Standing Senate Committee on Energy, the Environment and Natural Resources.

The Honourable Senator Wells moved that the Honourable Senators Lang, MacDonald, Mockler, Neufeld, Patterson and Seidman be nominated to the Standing Senate Committee on Energy, the Environment and Natural Resources;

The Honourable Senator Fraser moved that the Honourable Senators Massicotte, Fraser and Day be nominated to the Standing Senate Committee on Energy, the Environment and Natural Resources;

The Honourable Senator Omidvar moved that the Honourable Senators Griffin, Black, Meredith, Wetston, Omidvar and McCoy be nominated to the Standing Senate Committee on Energy, the Environment and Natural Resources.

The question being put on the motion, it was adopted.

The committee proceeded with the nomination of senators to serve on the Standing Senate Committee on Fisheries and Oceans.

The Honourable Senator Tardif moved that the Honourable Senators Hubley, Munson and Watt be nominated to the Standing Senate Committee on Fisheries and Oceans;

The Honourable Senator Omidvar moved that the Honourable Senators McCoy, Forest, Gold, Hartling, Omidvar and Sinclair be nominated to the Standing Senate Committee on Fisheries and Oceans;

The Honourable Senator Wells moved that the Honourable Senators Enverga, Manning, McInnis, Poirier, Raine and Stewart Olsen be nominated to the Standing Senate Committee on Fisheries and Oceans.

The question being put on the motion, it was adopted.

The committee proceeded with the nomination of senators to serve on the Standing Senate Committee on Foreign Affairs and International Trade.

The Honourable Senator Wells moved that the Honourable Senators Andreychuk, Ataullahjan, Housakos, Eaton, Ngo and Oh be nominated to the Standing Senate Committee on Foreign Affairs and International Trade;

The Honourable Senator Fraser moved that the Honourable Senators Downe, Cordy and Dawson be nominated to the Standing Senate Committee on Foreign Affairs and International Trade;

The Honourable Senator Omidvar moved that the Honourable Senators Saint-Germain, Cools, Bovey, Gold, Marwah and Woo be nominated to the Standing Senate Committee on Foreign Affairs and International Trade.

The question being put on the motion, it was adopted.

The committee proceeded with the nomination of senators to serve on the Standing Senate Committee on Human Rights.

The Honourable Senator Tardif moved that the Honourable Senators Munson, Hubley and Day be nominated to the Standing Senate Committee on Human Rights;

The Honourable Senator Omidvar moved that the Honourable Senators Omidvar, Bernard, Hartling, McPhedran and Pate be nominated to the Standing Senate Committee on Human Rights;

The Honourable Senator Wells moved that the Honourable Senators Andreychuk, Ataullahjan, Ngo, Martin and Unger be nominated to the Standing Senate Committee on Human Rights.

The question being put on the motion, it was adopted.

The committee proceeded with the nomination of senators to serve on the Standing Committee on Internal Economy, Budgets and Administration.

The Honourable Senator Omidvar moved that the Honourable Senators Campbell, Dupuis, Lankin, P.C.,, Marwah, McCoy, Omidvar and Mitchell be nominated to the Standing Committee on Internal Economy, Budgets and Administration;

The Honourable Senator Wells moved that the Honourable Senators Batters, Housakos, Marshall, Smith, Tannas, Tkachuk and Wells be nominated to the Standing Committee on Internal Economy, Budgets and Administration;

The Honourable Senator Fraser moved that the Honourable Senators Cordy, Downe, Jaffer and Munson be nominated to the Standing Committee on Internal Economy, Budgets and Administration;

The question being put on the motion, it was adopted.

The committee proceeded with the nomination of senators to serve on the Standing Senate Committee on Legal and Constitutional Affairs.

The Honourable Senator Wells moved that the Honourable Senators Batters, Boisvenu, Dagenais, McIntyre, Runciman and White be nominated to the Standing Senate Committee on Legal and Constitutional Affairs;

The Honourable Senator Tardif moved that the Honourable Senators Baker, P.C., Jaffer and Joyal, P.C., be nominated to the Standing Senate Committee on Legal and Constitutional Affairs;

The Honourable Senator Omidvar moved that the Honourable Senators Dupuis, Omidvar, Pate, Pratte, Sinclair and Boniface be nominated to the Standing Senate Committee on Legal and Constitutional Affairs.

The question being put on the motion, it was adopted.

The committee proceeded with the nomination of senators to serve on the Standing Senate Committee on National Finance.

The Honourable Senator Fraser moved that the Honourable Senators Baker, P.C., Cowan and Day be nominated to the Standing Senate Committee on National Finance;

The Honourable Senator Omidvar moved that the Honourable Senators Black, Forest, Pratte, Woo, Cools and Moncion be nominated to the Standing Senate Committee on National Finance;

The Honourable Senator Wells moved that the Honourable Senators Andreychuk, Eaton, Marshall, Mockler, Neufeld and Smith be nominated to the Standing Senate Committee on National Finance.

The question being put on the motion, it was adopted.

The committee proceeded with the nomination of senators to serve on the Standing Senate Committee on National Security and Defence.

The Honourable Senator Fraser moved that the Honourable Senators Jaffer and Kenny be nominated to the Standing Senate Committee on National Security and Defence;

The Honourable Senator Omidvar moved that the Honourable Senators Boniface, Lankin, P.C., McPhedran, Meredith and Saint-Germain be nominated to the Standing Senate Committee on National Security and Defence;

The Honourable Senator Carignan, P.C., moved that the Honourable Senators Carignan, P.C., Lang, Dagenais, White and Beyak be nominated to the Standing Senate Committee on National Security and Defence.

The question being put on the motion, it was adopted.

The committee proceeded with the nomination of senators to serve on the Standing Senate Committee on Official Languages.

The Honourable Senator Wells moved that the Honourable Senators Maltais, McIntyre, Mockler, Poirier and Seidman be nominated to the Standing Senate Committee on Official Languages;

The Honourable Senator Tardif moved that the Honourable Senators Tardif and Fraser be nominated to the Standing Senate Committee on Official Languages;

The Honourable Senator Omidvar moved that the Honourable Senators Gagné, Bovey, Cormier, Mégie and Moncion be nominated to the Standing Senate Committee on Official Languages.

The question being put on the motion, it was adopted.

The committee proceeded with the nomination of senators to serve on the Standing Committee on Rules, Procedures and the Rights of Parliament.

The Honourable Senator Omidvar moved that the Honourable Senators Lankin, P.C., Bellemare, Cools, Dupuis, Gold, McCoy and Ringuette be nominated to the Standing Committee on Rules, Procedures and the Rights of Parliament;

The Honourable Senator Wells moved that the Honourable Senators Batters, Frum, McInnis, Seidman, Tkachuk, Wells and White be nominated to the Standing Committee on Rules, Procedures and the Rights of Parliament;

The Honourable Senator Fraser moved that the Honourable Senators Fraser, Jaffer, Joyal, P.C., and Day be nominated to the Standing Committee on Rules, Procedures and the Rights of Parliament;

The question being put on the motion, it was adopted.

The committee proceeded with the nomination of senators to serve on the Standing Senate Committee on Social Affairs, Science and Technology.

The Honourable Senator Tardif moved that the Honourable Senators Eggleton, P.C., Merchant and Day be nominated to the Standing Senate Committee on Social Affairs, Science and Technology;

The Honourable Senator Wells moved that the Honourable Senators Frum, Neufeld, Ogilvie, Raine, Seidman and Stewart Olsen be nominated to the Standing Senate Committee on Social Affairs, Science and Technology;

The Honourable Senator Omidvar moved that the Honourable Senators Demers, Cormier, Dean, Mégie, Meredith and Petitclerc be nominated to the Standing Senate Committee on Social Affairs, Science and Technology.

The question being put on the motion, it was adopted.

The committee proceeded with the nomination of senators to serve on the Standing Senate Committee on Transport and Communications.

The Honourable Senator Omidvar moved that the Honourable Senators Bovey, Cormier, Griffin, Hartling, Saint-Germain and Omidvar be nominated to the Standing Senate Committee on Transport and Communications;

The Honourable Senator Wells moved that the Honourable Senators Boisvenu, Doyle, Greene, MacDonald, Runciman and Unger be nominated to the Standing Senate Committee on Transport and Communications;

The Honourable Senator Fraser moved that the Honourable Senators Dawson, Eggleton, P.C., and Mercer be nominated to the Standing Senate Committee on Transport and Communications.

The question being put on the motion, it was adopted.

The committee proceeded with the nomination of senators to serve on the Special Senate Committee on Senate Modernization.

The Honourable Senator Fraser moved that the Honourable Senators Joyal, P.C., Eggleton, P.C., Massicotte and Tardif be nominated to the Special Senate Committee on Senate Modernization;

The Honourable Senator Omidvar moved that the Honourable Senators McCoy, Dean, Dupuis, Forest, Gagné, Lankin, P.C., and Bellemare be nominated to the Special Senate Committee on Senate Modernization;

The Honourable Senator Wells moved that the Honourable Senators Frum, Greene, McInnis, McIntyre, Stewart Olsen, Tkachuk and Wells be nominated to the Special Senate Committee on Senate Modernization.

The question being put on the motion, it was adopted.

The committee considered a draft report.

After debate, it was agreed that the draft report be adopted, as amended.

It was agreed that the chair, the deputy chair and a representative from the Independent Senators Group be authorized to approve the final version of the report, incorporating the changes discussed today.

It was agreed that the chair present the report to the Senate as soon as possible.

At 11:47 a.m., the committee adjourned to the call of the chair.
