The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:15 p.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Beyak, Cormier, Eggleton, P.C., Frum, Hartling, Jaffer, Mégie, Meredith, Neufeld, Ogilvie, Omidvar, Petitclerc, Seidman and Stewart Olsen (14).

Other senators present: The Honourable Senators McCoy and McPhedran (2).

In attendance: Sonya Norris and Sandra Elgersma, Analysts, Parliamentary Information and Research Services, Library of Parliament; Mireille LaForge, Procedural Clerk, Senate Committees Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 15, 2016, the committee continued its consideration of Bill C-6, An Act to amend the Citizenship Act and to make consequential amendments to another Act. (For complete text of the order of reference, see proceedings of the committee, Issue No. 16.)

APPEARING:

The Honourable Ahmed Hussen, P.C., M.P., Minister of Immigration, Refugees and Citizenship.

WITNESSES:

As individuals:

Robert D. Watt, former citizenship judge from British Columbia;

Lorne Waldman, Lawyer.

B.C. Civil Liberties Association:

Josh Paterson, Executive Director.

Immigration, Refugees and Citizenship Canada:

Paul MacKinnon, Assistant Deputy Minister, Strategic and Program Policy;

Alec Attfield, Director General, Citizenship Branch;

Teny Dikranian, Director, Legislation and Program Policy;

Mary-Ann Hubers, Director, Citizenship Program Delivery.

The chair made a statement.

Mr. Waldman, Mr., Paterson and Mr. Watt each made a statement and answered questions.

At 5:12 p.m., the committee suspended.

At 5:16 p.m., the committee resumed.

Minister Hussen made a statement and, together with Ms. Hubers, Mr. MacKinnon and Mr. Attfield, answered questions.

At 6:12 p.m., the committee adjourned to the call of the chair.
