The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:14 p.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Cormier, Dean, Dyck, Eggleton, P.C., Frum, Hartling, Mégie, Neufeld, Ogilvie, Omidvar, Petitclerc, Raine, Seidman and Stewart Olsen (14).

In attendance: Sonya Norris, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 13, 2016, the committee continued its examination of Bill S-214, An Act to amend the Food and Drugs Act (cruelty-free cosmetics). (For complete text of the order of reference, see proceedings of the committee, Issue No. 28.)

WITNESSES:

Cosmetics Alliance Canada:

Darren Praznik, President and Chief Executive Officer;

Laura Gomez, Legal Counsel, Gowling WLG (Canada) LLP.

Health Canada:

Geoff Barrett, Director, Risk Management Bureau, Healthy Environments and Consumer Safety Branch;

Emily Contreras, Unit Head, Cosmetics, Risk Management Bureau, Healthy Environments and Consumer Safety Branch.

The chair made a statement.

Mr. Praznik made a statement and, together with Ms. Gomez, answered questions.

At 5:03 p.m., the committee suspended.

At 5:08 p.m., it was agreed that the committee proceed to clause by clause consideration of Bill S-214, An Act to amend the Food and Drugs Act (cruelty-free cosmetics).

The Health Canada officials were called to the table and from time to time answered questions.

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

The chair asked whether clause 3 shall carry.

The Honorable Senator Carolyn Stewart Olsen moved:

That Bill S-214 be amended in clause 3, on page 1, by replacing lines 25 and 26 with the following:

"cosmetic animal testing conducted more than four years after the day on which this paragraph comes into force.''.

After debate, the question being put on the motion in amendment, it was adopted.

It was agreed that clause 3, as amended, carry.

It was agreed that clause 4 carry.

The chair asked whether clause 5 shall carry.

The Honorable Senator Carolyn Stewart Olsen moved:

That Bill S-214 be amended in clause 5, on page 2, by replacing lines 9 and 10 with the following:

"ing conducted more than four years after the day on which this section comes into force may be submitted or used to establish''.

After debate, the question being put on the motion in amendment, it was adopted.

It was agreed that clause 5, as amended, carry.

It was agreed that clause 1 which contains the short title carry.

It was agreed that the title carry.

It was agreed that the bill, as amended, carry.

It was agreed that the chair report the bill to the Senate.

At 5:30 p.m., the committee adjourned to the call of the chair.
