The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:32 a.m., in room 2, Victoria Building, the chair, the Honourable Chantal Petitclerc, presiding.

Members of the committee present: The Honourable Senators Dasko, Mégie, Munson, Omidvar, Petitclerc, Poirier, Ravalia and Seidman (8).

In attendance: Sonya Norris, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, October 24, 2018, the committee continued its examination of Bill C-243, An Act respecting the development of a national maternity assistance program strategy.

WITNESSES:

National Council of Women of Canada:

Sheila Pepper, Vice President, Social Development.

Union des travailleuses et travailleurs accidentés ou malades:

Roch Lafrance, Secretary General.

Canadian Human Rights Commission:

Monette Maillet, Deputy Executive Director and Senior General Counsel;

Valerie Phillips, Director and General Counsel.

Employment and Social Development Canada:

Brenda Baxter, Director General, Workplace Directorate, Labour Program;

Andrew Brown, Director General, Employment Insurance Policy;

Rutha Astravas, Director, Special Benefits, Employment Insurance Policy.

The chair made a statement.

Mr. Lafrance and Ms. Pepper each made statements and answered questions.

At 11:35 a.m., the committee suspended.

At 11:42 a.m., the committee resumed.

Ms. Maillet, Ms. Baxter, and Mr. Brown each made statements and, together with Ms. Astravas and Ms. Phillips, answered questions.

At 12:33 p.m., the committee adjourned to the call of the chair.
