The Standing Senate Committee on Social Affairs, Science and Technology met this day at 2:06 p.m., in room 257, East Block, the chair, the Honourable Chantal Petitclerc, presiding.

Members of the committee present: The Honourable Senators Dasko, Eaton, Mégie, Petitclerc, Ravalia and Seidman (6).

In attendance: Sonya Norris, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 7, 2018, the committee began its examination of the subject matter of those elements contained in Divisions 8, 15, 16 and 21 of Part 4 of Bill C-86, A second Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures.

Rutha Astravas, Director, Special Benefits, Employment Insurance Policy, Skills and Employment Branch;

Barbara Moran, Director General, Strategic Policy, Analysis and Workplace Information, Labour Program;

Brenda Baxter, Director General, Workplace Directorate, Labour Program;

Sébastien St-Arnaud, Senior Policy Strategist, Strategic Policy and Legislative Reform, Labour Program;

Charles Philippe Rochon, Senior Policy Analyst, Labour Standards and Wage Earner Protection Program, Labour Program;

Kelly Winter, Policy Analyst, Labour Program;

Alex Duff, Manager, Wage Earner Protection Program, Policy and Oversight, Labour Program.

Mr. Brown, Ms. Moran, Mr. Rochon and Mr. Duff each made statements and, together with Ms. Astravas and Ms. Baxter, answered questions.

At 3:15 p.m., the committee adjourned to the call of the chair.
