The Standing Senate Committee on Transport and Communications met in camera this day at 9:30 a.m., in room W110, 1 Wellington St., the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Cormier, Dasko, Dawson, Gagné, Galvez, MacDonald, Manning, Miville-Dechêne, Plett, Simons and Tkachuk (12).

Other senators present: The Honourable Senators Black (Alberta), Jaffer and McCoy (3).

In attendance: Jed Chong, Analyst, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 11, 2018, the committee began its examination of Bill C-48, An Act respecting the regulation of vessels that transport crude oil or persistent oil to or from ports or marine installations located along British Columbia's north coast.

Pursuant to rule 12-16(1)(d), the committee considered a draft agenda (future business).

It was agreed that the committee allow the transcription of today's in camera meeting, that one copy be kept with the clerk of the committee for consultation by committee members or staff present, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of the parliamentary session.

At 10:38 a.m., the committee suspended.

At 10:42 a.m., the committee resumed in public.

The committee considered its agenda.

The Honourable Senator Manning moved:

That the committee travel to Newfoundland and Labrador as part of its study on Bill C-48.

The question being put on the motion, it was negatived on the following vote:

YEAS

The Honourable Senators Boisvenu, MacDonald, Manning, Plett, Tkachuk — 5

NAYS

The Honourable Senators Cormier, Dasko, Dawson, Gagné, Galvez, Miville-Dechêne, Simons — 7

The Honourable Senator Plett moved:

That the committee travel to Saskatchewan and Alberta as part of its study on Bill C-48.

After debate, the question being put on the motion, it was negatived on the following vote:

YEAS

The Honourable Senators Boisvenu, MacDonald, Manning, Plett, Tkachuk — 5

NAYS

The Honourable Senators Dasko, Dawson, Gagné, Galvez, Miville-Dechêne, Simons — 6

ABSTENTIONS

The Honourable Senator Cormier - 1

The Honourable Senator Miville-Dechêne moved:

That the committee instruct the Subcommittee on Agenda and Procedure to establish a balanced list of witnesses and a work plan for its study on Bill C-48.

After debate, the question being put on the motion, it was adopted on the following vote:

YEAS

The Honourable Senators Cormier, Dasko, Dawson, Gagné, Galvez, Miville-Dechêne, Simons — 7

NAYS

The Honourable Senators Boisvenu, MacDonald, Manning, Plett, Tkachuk — 5

The committee continued to discuss its agenda.

After debate, the Honourable Senator Plett moved that the committee adjourn.

At 10:58 a.m., the committee adjourned to the call of the chair.
