The Standing Senate Committee on Transport and Communications met in camera this day at 6:45 p.m., in room B30, Senate of Canada Building, the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Cormier, Dagenais, Dasko, Dawson, Gagné, MacDonald, Manning, Miville-Dechêne, Plett, Saint-Germain, Simons and Tkachuk (12).

In attendance: Jed Chong and Zackery Shaver, Analysts, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 11, 2018, the committee continued its examination of Bill C-48, An Act respecting the regulation of vessels that transport crude oil or persistent oil to or from ports or marine installations located along British Columbia's north coast. (For complete text of the order of reference, see proceedings of the committee, Issue No. 46.)

It was agreed that the committee allow the transcription of today's in camera meeting, that one copy be kept with the clerk of the committee for consultation by committee members or staff present, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of the parliamentary session.

The committee considered a draft report on Bill C-48.

At 6:51 p.m., the committee suspended.

At 6:53 p.m., the committee resumed in public.

The Honourable Senator Tkachuk moved that the report be adopted.

The question being put on the motion, it was adopted, on division.

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, taking into consideration this meeting's discussion, with any necessary editorial, grammatical or translation changes required.

It was agreed that the chair present the final version of the report in the Senate.

At 6:55 p.m., the committee suspended.

At 7:14 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Thursday, May2, 2019, the committee continued its examination of the subject matter of those elements contained in Divisions 11, 12, 13 and 14 of Part 4, and in Subdivision I of Division 9 of Part 4 of Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019 and other measures.

The chair made a statement.

Mr.Saunders and Mr.Sullivan made statements and, together with Ms.Fitchett and Ms.Corado, answered questions.

At 7:47 p.m., the committee adjourned to the call of the chair.
