THE SUBCOMMITTEE ON LONG TERM VISION AND PLAN
MINUTES OF PROCEEDINGS

The Subcommittee on Long Term Vision and Plan met this day, by videoconference at 2:31 p.m. (ET), for the purpose of holding its organization meeting, pursuant to rule 12-13. This meeting is considered to have taken place in the parliamentary precinct.
Members of the subcommittee present by videoconference: The Honourable Senators Downe, Dupuis, McPhedran and Plett (4).
Participating in the meeting: Caroline Morency, Director of the Property and Services Directorate.
Also present: The official reporters of the Senate.
Pursuant to rule 12-13 of the Rules of the Senate, the committee held its organization meeting.
The clerk of the committee presided over the election of the chair.
The Honourable Senator Downe moved that the Honourable Senator Plett do take the chair of the committee.
The question being put on the motion, it was adopted.
The clerk invited Senator Plett to take the chair.
The chair presided over the election of the deputy chair.
The Honourable Senator Plett moved that the Honourable Senator Downe be deputy chair of the committee.
The question being put on the motion, it was adopted.
The Honourable Senator Dupuis moved:
That each subcommittee member be allowed to have one staff person present at in camera meetings; and
That the subcommittee allow one staff person from each of the offices of the:
- Leader of the Government,
- Leader of the Opposition,
- leaders of all recognized parties and recognized parliamentary groups; and
- Speaker of the Senate,
to be present at in camera meetings; and
That they be included in the distribution list for documents unless otherwise decided by the chair and deputy chair.
The question being put on the motion, it was adopted.
The Honourable Senator Downe moved that the chair and deputy chair be empowered to make decisions on behalf of the subcommittee with respect to its agenda, to invite witnesses, and to schedule hearings.

The Honourable Senator Downe moved:
That the subcommittee publish its proceedings
The question being put on the motion, it was adopted.
The Honourable Senator Dupuis movedthat the chair, on behalf of the subcommittee, direct staff in the preparation of studies, briefing notes, analyses, summaries, and draft reports.
The question being put on the motion, it was adopted.
The Honourable Senator Downe moved:
That the chair and deputy chair be empowered to direct communications officer(s) assigned to the subcommittee in the development of communications plans and products where appropriate and to request the services of the Senate Communications Directorate for the purposes of the promotion of their work; and
That the chair and deputy chair be empowered to allow coverage by electronic media of the subcommittee's public proceedings with the least possible disruption of its proceedings, at its discretion.
The question being put on the motion, it was adopted.
The Honourable Senator Dupuis movedthat, pursuant to the Senate guidelines for witness expenses, the committee may reimburse reasonable travelling and living expenses of one witness per organization upon application, but that the chair be authorized to approve expenses of a second witness from the same organization should there be exceptional circumstances.
The question being put on the motion, it was adopted.
The Honourable Senator Downe moved:
That, the subcommittee allow an audio recording of its in camera meetings, that one copy be kept in the office of the clerk for consultation after authorization by the chair and deputy chair; and
That the recordings be destroyed by the clerk when authorized to do so by the subcommittee.
The question being put on the motion, it was adopted.
The subcommittee discussed a draft agenda (future business).
At 3:01 p.m., the subcommittee adjourned to the call of the chair.
