Pursuant to the order of the Senate of November 17, 2020, the Standing Senate Committee on Foreign Affairs and International Trade met this day in room C128, Senate of Canada Building, and with videoconference at 10:01 a.m. [ET], the chair, the Honourable Peter M. Boehm presiding.

Members of the committee present: The Honourable Senators Ataullahjan, Boehm, Dean and Harder, P.C. (4).

Members of the committee present by videoconference: The Honourable Senators Black (Alberta), Coyle, Deacon (Ontario), Greene, Ngo and Simons (6).

In attendance:  Evelyne Côté, Procedural Clerk, Committees Directorate; Pascal Tremblay and Brian Hermon, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, December 2, 2020, the committee continued its examination of Bill S-2, An Act to amend the Chemical Weapons Convention Implementation Act.

WITNESSES (by videoconference):

Organisation for the Prohibition of Chemical Weapons:

Veronika Stromšíková, Director, Office of Strategy and Policy.

As an individual:

Walter Dorn, Professor, Royal Military College of Canada.

The chair made a statement.

Ms. Stromšíková made a statement and answered questions.

Mr. Dorn made a statement and answered questions.

At 11:23 a.m., it was agreed that the committee proceed to clause-by-clause consideration of Bill S-2.

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report Bill S-2 to the Senate.

At 11:24 a.m., the committee adjourned to the call of the chair.
