The Standing Senate Committee on National Finance met this day by videoconference at 9:59 a.m. [ET], the chair, the Honourable Percy Mockler, presiding. This meeting is considered to have taken place in the parliamentary precinct.

Members of the committee present by videoconference: The Honourable Senators Dagenais, Deacon (Ontario), Duncan, Forest, Galvez, Klyne, Loffreda, Marshall, Mockler, Moncion, Richards and Smith (12).

Other senator present by videoconference: The Honourable Senator Pate (1).

In attendance: Andrea Mugny, Procedural Clerk, Committees Directorate; Sylvain Fleury and Shaowei Pu, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 16, 2021, the committee continued its examination of the expenditures set out in the Supplementary Estimates (C) for the fiscal year ending March 31, 2021.

Wojciech (Wojo) Zielonka, Chief Financial Officer, Finance and Administration Branch;

Levent Özmutlu, Director General, Procurement, Services and Technology Acquisition Management Sector, Procurement Branch;

Jeff Marcantonio, Director General, Pension Excellence Sector, Receiver General and Pension Branch.

Public Health Agency of Canada:

Martin Krumins, Vice-President and Chief Financial Officer;

Kaili Levesque, Vice-President, COVID-19 Vaccine Roll Out Taskforce;

Brigitte Diogo, Vice-President, Health Security Infrastructure Branch;

Cindy Evans, Acting Vice-President, Emergency Management;

Kimberly Elmslie, Senior Vice-President, Immunization Program;

Dr. Roman Szumski, Senior Vice-President, COVID-19 Vaccine and Therapeutics Acquisitions.

Mr. Krumins and Mr. Zielonka each made a statement and, together with Mr. Marcantonio, Mses. Levesque, Diogo, Evans and Elmslie and Dr. Szumski, answered questions.

At 11:38 a.m., the committee suspended.

At 11:43 a.m., the committee resumed.

At 12:27 p.m., the committee adjourned to the call of the chair.
