Pursuant to the order of the Senate of March 30, 2021, the Standing Committee on Rules, Procedures and the Rights of Parliament met this day by videoconference at 11 a.m., the chair, the Honourable Leo Housakos, presiding. This meeting is considered to have taken place in the parliamentary precinct.

Members of the committee present by videoconference: The Honourable Senators Batters, Bellemare, Black (Ontario), Bovey, Dalphond, Duncan, Dupuis, Greene, Housakos, Massicotte, McPhedran, Ringuette, Saint-Germain and Wells (14).

Other senators present by videoconference: The Honourable Senators Seidman and Tannas (2).

In attendance: Marie-Eve Belzile, Principal Clerk, and Ericka Dupont, Procedural Clerk, Committees Directorate; Ginette Ricard, Administrative Assistant; Stephanie Feldman and Erin Virgint, Analysts, Parliamentary Information and Research Services, Library of Parliament; and Ben Silverman, Communications Officer, Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 2, 2021, the committee began its study on amendments to the Rules in relation to the composition of the Standing Committee on Ethics and Conflict of Interest for Senators.

WITNESSES (by videoconference):

The Honourable Senator Judith G. Seidman, Chair, Standing Committee on Ethics and Conflict of Interest for Senators;

The Honourable Senator Scott Tannas, Deputy Chair, Standing Committee on Ethics and Conflict of Interest for Senators.

The chair made a statement.

The Honourable Senators Seidman and Tannas each made a statement and answered questions.

The committee discussed matters related to future business.

At 1:05 p.m., the committee adjourned to the call of the chair.
