Pursuant to the order of the Senate of March 30, 2021, the Standing Senate Committee on Social Affairs, Science and Technology met by videoconference this day at 8 a.m. [ET], the chair, the Honourable Chantal Petitclerc, presiding. This meeting is considered to have taken place in the parliamentary precinct.

Members of the committee present by videoconference: The Honourable Senators Black (Ontario), Bovey, Dasko, Forest-Niesing, Frum, Kutcher, Mégie, Moodie, Omidvar, Petitclerc, Poirier (11).

Other senators present by videoconference: The Honourable Senators Cormier, Griffin, Munson (3).

Participating in the meeting: Maxime Fortin, Procedural Clerk, Committees Directorate; Laura Munn-Rivard and Laura Blackmore, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official stenographers of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 16, 2021, the committee began its consideration of Bill S-205, An Act to amend the Parliament of Canada Act (Parliamentary Visual Artist Laureate).

WITNESS (by videoconference):

The Honourable Senator Patricia Bovey, sponsor of the bill.

The chair made a statement.

The Honourable Senator Forest-Nieising moved that a list of witnesses who appeared before the committee, along with a list of all briefs, documents and testimony received during the First Session of the Forty-second Parliament on Bill S-234, An Act to amend the Parliament of Canada Act (Parliamentary Visual Artist Laureate), by the Standing Senate Committee on Social Affairs, Science and Technology be appended to the official minutes of this committee proceeding.

The question being put on the motion, it was adopted.

The Honourable Senator Bovey made a statement and answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-205, An Act to amend the Parliament of Canada Act (Parliamentary Visual Artist Laureate).

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that observations be appended to the committee's report on the bill.

It was agreed that the chair report the bill, with observations, to the Senate.

At 8:38 a.m., pursuant to the order of reference adopted by the Senate on March 17, 2021, the committee began its consideration of Bill S-223, An Act respecting Kindness Week.

WITNESS (by videoconference):

The Honourable Senator Jim Munson, sponsor of the bill.

The Honourable Senator Black (Ontario) moved that a list of witnesses who appeared before the committee, along with a list of all briefs, documents and testimony received during the First Session of the Forty-second Parliament on Bill S-244, An Act respecting Kindness Week, by the Standing Senate Committee on Social Affairs, Science and Technology be appended to the official minutes of this committee proceeding.

The question being put on the motion, it was adopted.

The Honourable Senator Munson made a statement and answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-223, An Act respecting Kindness Week.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the preamble carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that observations be appended to the committee's report on the bill.

It was agreed that the chair report the bill, with observations, to the Senate.

At 9:21 a.m., the committee adjourned to the call of the chair.
