The Standing Senate Committee on Banking, Commerce and the Economy met this day at 4 p.m., in room W110, 1 Wellington St., the chair, the Honourable Pamela Wallin, presiding.

Members of the committee present: The Honourable Senators Arnot, Bellemare, Deacon (Nova Scotia), Massicotte, Ringuette, Smith, Wallin, Wells and Woo (9).

Other senators present: The Honourable Senator Cardozo (1).

Participating in the meeting: Edison Roy-César, Mehrab Kiarsi and Adriane Yong, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, December 14, 2022, the committee began its consideration of Bill C-228, An Act to amend the Bankruptcy and Insolvency Act, the Companies’ Creditors Arrangement Act and the Pension Benefits Standards Act, 1985.

WITNESSES:

Marilyn Gladu, Member of Parliament for Sarnia-Lambton, sponsor of the bill.

JDM Actuarial Expert Services inc.:

Peter Gorham, Actuary.

Association of Canadian Pension Management:

Todd Saulnier, President, ACPM Board of Directors (Mercer);

Andrea Boctor, Past Chair, ACPM Federal Council (Osler, Hoskin & Harcourt LLP).

As an individual:

Louise Chabot, Member of Parliament for Thérèse-De Blainville.

Marilyn Gladu made a statement and, together with Louise Chabot, answered questions.

At 4:54 p.m., the committee suspended.

At 4:58 p.m., the committee resumed.

Peter Gorham, Todd Saulnier and Andrea Boctor each made a statement and answered questions.

At 5:41 p.m., the committee adjourned to the call of the chair.
