The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 16:03 p.m., the Chair, the Honourable Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Balfour, Beaudoin, Buchanan, P.C., Fraser, Joyal, P.C., Milne, Moore, Pépin and Rompkey, P.C. (9).

In attendance: Nancy Holmes and David Goetz, Research Officers, Research Branch, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Thursday, June 18, 1998, the committee continued its consideration of Bill C-25, An Act to amend the National Defence Act and to make consequential amendments to other Acts. ( See Issue No. 33, Thursday, October 1, 1998, for full text of Order of Reference).

Mr. Brian Grainger, Senior Partner.

From the Department of National Defence:

Colonel Bruno Champagne, Deputy Judge Advocate General/Chief of Staff.

The Chairman introduced Col Samson and Mr. Grainger to the committee.

Col Pat Samson made a statement.

Mr. Brian Grainger made a statement and, together with Col Pat Samson, answered questions.

The Chairman introduced Col Champagne to the committee.

Col Bruno Champagne made a statement and answered questions.

At 6:20 p.m., the committee adjourned to the call of the Chair.
