The Standing Senate Committee on National Security and Defence met this day in camera, at 9:05 a.m., in room 7, Victoria Building, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Atkins, Banks, Cordy, Day, Forrestall, Kenny, Meighen, Munson and Nolin (9).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Dawson and William Price, Analysts; Major General (Ret'd) Keith McDonald, Senior Military Advisor; Barry Denofsky, National Security Advisor; Captain (N) Kenneth Stewart, DND Liaison Officer; and Sergeant Harold O'Connell, RCMP Liaison Officer.

In accordance with rule 92(2)(e), the committee considered its draft agenda.

At 9:27 a.m., the committee suspended its sitting.

At 9:30 a.m., the committee resumed its sitting in public in room 2, Victoria Building.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 20, 2004, the committee continued its examination on the need for a national security policy for Canada. (See Issue No.1, Monday, October 25, 2004, of the Committee's Proceedings for the full text of the Order of Reference.)

Major-General (Ret'd) Lewis Mackenzie made a presentation and answered questions.

At 12:56 p.m., the committee suspended its sitting.

At 1:00 p.m., the committee resumed its sitting in camera in room 7, Victoria Building.

At 2:00 p.m., the committee suspended its sitting.

At 2:03 p.m., the committee resumed its sitting in public in room 2, Victoria Building.
