The Standing Senate Committee on Energy, the Environment and Natural Resources met in camera this day, at 5:12 p.m., in room 257, East Block, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Angus, Banks, Lang, Merchant, Milne, Mitchell, Neufeld, Peterson, St. Germain, P.C., Sibbeston and Spivak (11).

In attendance: Sam Banks and Marc Leblanc, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 3, 2009, the committee continued its examination of emerging issues related to its mandate (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.).

Pursuant to rule 92(2)(f), the committee considered a draft report. It was agreed that senators' staff be authorized to remain.

After debate, it was agreed that:

The draft report, as amended, be adopted;

That the Subcommittee on Agenda and Procedure be authorized to make editorial revisions without altering the intent of the text; and

That the chair table the report at a future sitting of the Senate.

At 6:54 p.m., pursuant to rule 92(2)(e), the committee considered a draft agenda.

At 7:04 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, 8:07 a.m., in room 9, Victoria Building, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Adams, Angus, Banks, Lang, Merchant, Milne, Mitchell, Neufeld, Peterson, St. Germain, P.C., Sibbeston and Spivak (12).

Other senator present: The Honourable Senator McCoy (1).

In attendance: Sam Banks and Marc Leblanc, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 12, 2009, the committee began its examination of those elements of Bill C-10 dealing with the Navigable Waters Protection Act (Part 7).

WITNESSES:

Transport Canada:

David Osbaldeston, Manager, Navigable Waters Protection Program;

Donald Roussel, Director General, Marine Safety.

The chair made an opening statement.

Messrs. Roussel and Osbaldeston each made a statement and, together, answered questions.

At 10:03 a.m., the committee adjourned to the call of the chair.
