The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 6:19 p.m., in room 9 Victoria Building, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Angus, Banks, Brown, Lang, Mitchell, Neufeld, Peterson, Seidman and Sibbeston (9).

In attendance: Marc Leblanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, June 4, 2009, the committee continued its examination of the current state and future of Canada's energy sector (including alternative energy). (For complete text of the order of reference, see proceedings of the committee, Issue No. 10).

The chair made an opening statement.

Minister Raitt made a statement and, together with Ms. Doyle, answered questions.

At 7:48 p.m., the committee adjourned to the call of the chair.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 3, 2009, the committee continued its examination of emerging issues related to its mandate. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2)

Scott Vaughan, Commissioner of the Environment and Sustainable Development;

Richard Arseneault, Principal;

James McKenzie, Principal;

Frank Barrett, Principal.

The chair made an opening statement.

Mr. Vaughan made a statement and, together with the other witnesses, answered questions.

At 9:37 a.m., the committee suspended.

At 9:43 a.m., the committee resumed and pursuant to the order of reference adopted by the Senate on Thursday, June 4, 2009, continued its examination of the current state and future of Canada's energy sector (including alternative energy). (For complete text of the order of reference, see proceedings of the committee, Issue No. 10)

It was agreed that the following special study budget application (energy sector) for the fiscal year ending March 31, 2010, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and Other Services $ 29,450
Transportation and Communications $ 116,775
All Other Expenditures $ 6,250
TOTAL $ 152,475

At 9:51 a.m., the committee suspended.

At 9:52 a.m., pursuant to rule 92(2)(e), the committee resumed in camera to consider its future agenda.

It was agreed that senators' staff be authorized to remain during the in camera portion of the meeting.

At 10:10 a.m., the committee adjourned to the call of the chair.
