The Senate Committee of Selection met this day at 9:30 a.m., pursuant to rule 85(1)(b) of the Rules of the Senate, to nominate the senators to serve on select committees during the present session.

The Chair: Honourable senators, we are here to select the members of Senate committees. With your consensus and permission, the procedure that I would like to follow is one that has been followed in the past. As we go through each committee, I will ask the opposition to name their senators and then the government side to nominate their members. If there are no more nominations than the required number, I will either declare the nominees by acclamation or ask that a motion be adopted. We will proceed that way until the end of the meeting, hopefully without too much discussion.

We will begin with the Standing Senate Committee on Aboriginal Peoples. I will go first to the Liberal whip.

Is that the procedure you would like to follow?

Senator Munson: Yes, we would.

I will name the members from our side to sit on the Standing Senate Committee on Aboriginal Peoples: Senators Sibbeston, Campbell, Carstairs, Dyck, Hubley, Lovelace Nicholas and Peterson.

The Chair: Go slow to make sure we have time to record the names.

You did very well there actually, Senator Munson.

Senator Robichaud: We could give the interpreters a list.

The Chair: Why do we not do that?

Senator Stratton: Do the interpreters have our list?

The Chair: No.

Senator Stratton: We can do the same here.

The Chair: Just make sure you do not change it.

I will now go to Senator Stratton.

Senator Stratton: For Standing Senate Committee on Aboriginal Peoples, we nominate Senators St. Germain, Brazeau, Lang, Brown and Raine.

The Chair: That being 12 names, are there any further nominations? If not, I declare those members acclaimed.

We will now go to the Standing Senate Committee on Agriculture and Forestry.

Senator Munson: We nominate Senators Baker, Callbeck, Fairbairn, Mahovlich, Mercer, Milne and Lovelace Nicholas.

Senator Stratton: We nominate Senators Housakos, Eaton, Mockler, Duffy and Rivard.

The Chair: There being no further nominations, I declare those senators elected by acclamation.

We will now go to the Standing Senate Committee on Banking, Trade and Commerce.

Senator Munson: We nominate Senators Goldstein, Ringuette, Harb, Moore, Massicotte, Fox and Hervieux-Payette.

Senator Stratton: We nominate Senators Meighen, Gerstein, Oliver, Greene and Eyton.

The Chair: There being no further nominations, I declare those senators elected by acclamation.

Next is the Standing Senate Committee on Energy, the Environment and Natural Resources.

Senator Munson: We nominate Senators Adams, Kenny, Merchant, Mitchell, Sibbeston, Banks and Peterson.

Senator Stratton: For the government, the nominations are Senators Angus, Spivak, Neufeld, St. Germain and Lang.

The Chair: There being no further nominations, I declare those members elected.

Next is the Standing Senate Committee on Fisheries and Oceans.

Senator Munson: We nominate Senators Rompkey, Adams, Campbell, Cook, Robichaud, Hubley and Watt.

Senator Stratton: For the government, the nominations are Senators Cochrane, MacDonald, Manning, Johnson and Raine.

The Chair: There being no further nominations, I declare those members elected.

We will move on to the Standing Senate Committee on Foreign Affairs and International Trade.

Senator Munson: The opposition nominates Senators Stollery, Corbin, De Bané, Grafstein, Downe, Mahovlich and Dawson.

Senator Stratton: We nominate Senators Di Nino, Andreychuk, Wallin, Segal and Fortin-Duplessis.

The Chair: I declare those members elected by acclamation.

Next is the Standing Senate Committee on Human Rights.

Senator Munson: We nominate Senators Jaffer, Dallaire, Goldstein, Pépin and Poy.

Senator Stratton: For the Standing Senate Committee on Human Rights, the government side nominates Senators Andreychuk, Brazeau, Nancy Ruth and Martin.

The Chair: There being no further nominations, I declare those members elected.

We now move to the Standing Committee on Internal Economy, Budgets and Administration.

Senator Munson: The opposition nominates Senators Furey, Cordy, Downe, Dawson, Jaffer, Robichaud, Stollery, Munson and Massicotte.

Senator Stratton: The government side nominates Senators Tkachuk, Comeau, MacDonald, Kinsella, Rivard and Greene.

The Chair: There being no further nominations, I declare those members elected.

We move now to the Standing Senate Committee on Legal and Constitutional Affairs.

Senator Munson: The opposition nominates Senators Fraser, Baker, Campbell, Joyal, Bryden, Milne and Watt.

Senator Stratton: For the government, the nominations are Senators Dickson, Nolin, Rivest, Angus and Wallace.

The Chair: There being no further nominations, I declare those members elected.

We will now move to the Standing Joint Committee on the Library of Parliament.

Senator Munson: For the opposition, the nominations are Senators Jaffer, Baker and Carstairs.

Senator Stratton: For the government, the nominations are Senators Stratton and Greene.

The Chair: There being no further nominations, I declare those members elected.

Let us move now to the Standing Senate Committee on National Finance.

Senator Munson: For the opposition, the nominations are Senators Day, Callbeck, Chaput, De Bané, Eggleton, Mitchell and Ringuette.

Senator Stratton: For the National Finance Committee, the nominations are Senators Prud'homme, Gerstein, Nancy Ruth, Di Nino and Neufeld.

The Chair: There being no further nominations, I declare those members elected.

Let us move now to the Standing Senate Committee on National Security and Defence.

Senator Munson: For the opposition, we nominate Senators Kenny, Banks, Day, Moore and Zimmer.

Senator Stratton: We nominate Senators Wallin, Manning, Meighen and Tkachuk.

The Chair: There being no further nominations, I declare those members elected.

Next is the Standing Senate Committee on Official Languages.

Senator Munson: For the opposition, the nominations are Senators Chaput, Losier-Cool, Jaffer, Goldstein and Poulin.

Senator Stratton: For the government, the nominations are Senators Champagne, Mockler, Comeau and Fortin-Duplessis.

The Chair: There being no further nominations, I declare those members elected.

We move now to the Standing Committee on Rules, Procedures and the Rights of Parliament.

Senator Munson: The opposition nominates Senators Fraser, Furey, Joyal, Losier-Cool, Robichaud, Smith, Corbin, Cools and McCoy.

Senator Stratton: We nominate Senators Oliver, Nolin, Keon, Duffy, Brown and Andreychuk.

The Chair: There being no further nominations, I declare those members elected.

We move now to the Standing Joint Committee for the Scrutiny of Regulations.

Senator Munson: The opposition nominates Senators Moore, Hervieux-Payette, Bryden and Cook.

Senator Stratton: The government side nominates Senators Eyton, Wallace and Dickson.

The Chair: There being no further nominations, I declare those members elected.

Next is the Standing Senate Committee on Social Affairs, Science and Technology.

Senator Munson: The opposition nominates Senators Eggleton, Callbeck, Cook, Cordy, Fairbairn, Dyck and Pépin.

Senator Stratton: We nominate Senators Keon, Champagne, Eaton, Martin and Segal.

The Chair: There being no further nominations, I declare those members elected.

We move now to the Standing Senate Committee on Transport and Communications.

Senator Munson: The opposition nominates Senators Bacon, Adams, Dawson, Fox, Mercer, Zimmer and Merchant.

Senator Stratton: The government side nominates Senators Johnson, Eyton, Housakos, Cochrane and Wallace.

The Chair: There being no further nominations, I declare those members elected.

Before proceeding to Item No. 6 on the agenda, I want to review the nominations with respect to the Standing Joint Committee for the Scrutiny of Regulations. Could we start with the opposition?

Senator Munson: Yes.

The Chair: Please go through your list of names as if you were reading them for the first time.

Senator Munson: For the Standing Joint Committee for the Scrutiny of Regulations, the opposition nominates Senators Moore, Hervieux-Payette, Bryden and Cook.

Senator Stratton: For the government, the nominations are Senators Eyton, Wallace and Dickson.

The Chair: We now require a motion to report to the Senate the nominations agreed to at this meeting.

Senator Di Nino: I so move.

The Chair: The motion is seconded.

All those in favour?

Hon. Senators: Agreed.

The Chair: Before we move to adjournment, I have one more item of business. First, I want to thank you all for your support in how well this meeting went.

Second, due to the heavy burdens of office of this committee, I will be resigning as the chair; therefore, I submit my resignation. I believe that the two leaders are well aware of this, so I will leave it at that. The clerk will now take over as chair of the committee.

Senator Robichaud: That means you cannot chair another committee.

I am just kidding.

Senator Di Nino: Let us not go there.

Heather Lank, Clerk of the Committee: Honourable senators, a vacancy having arisen in the chair, as clerk of the committee, it is my duty to preside over the election of a new chair. I can receive motions to that effect at this time.

Senator Munson: Now that Senator Tkachuk's short reign is over, I would like to nominate Senator Stratton as Chair of the Senate Committee of Selection.

Ms. Lank: Are there any other nominations, honourable senators? There being none, it is moved by the Honourable Senator Munson that the Honourable Senator Stratton be chair of this committee.

Is it your pleasure, honourable senators, to adopt the motion?

Hon. Senators: Agreed.

Ms. Lank: I declare the motion carried and invite Senator Stratton to please take the chair.

Senator Terry Stratton (Chair) in the chair.

The Chair: Can I have a motion to adjourn the committee?

Senator Robichaud: I so move.
