The Standing Senate Committee on Legal and Constitutional Affairs met this day at 3:06 p.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Dagenais, Dallaire, Fraser, Joyal, P.C., MacDonald, McIntyre, Runciman and White (10).

In attendance: Erin Shaw and Julia Nicol, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, May 21, 2013, the committee continued its consideration of Bill C-15, an Act to amend the National Defence Act and to make consequential amendments to other acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 36).

WITNESSES:

As individuals:

Michel W. Drapeau, Professor, Faculty of Law, University of Ottawa;

Joshua Juneau, Lawyer;

Ian Holloway, Dean, Faculty of Law, University of Calgary (by video conference);

Peter Tinsley, former chair, Military Police Complaints Commission;

The Honourable Gilles Létourneau, former Justice of the Court Martial Appeals Court.

Royal Canadian Mounted Police:

Chief Superintendent Chuck Walker, Director General, Canadian Criminal Real Time Identification Services.

The chair made an opening statement.

Mr. Drapeau and Mr. Holloway each made a statement and answered questions.

At 4:02 p.m., the committee suspended.

At 4:10 p.m., the committee resumed.

Mr. Létourneau and Mr. Tinsley each made a statement and answered questions.

At 5:05 p.m., the committee suspended.

At 5:10 p.m., the committee resumed.

The chair opened up the floor to questions.

At 5:12 p.m., the committee adjourned to the call of the chair.
