The Standing Senate Committee on Legal and Constitutional Affairs met
this day at 10:31 a.m., in room 257, East Block, the chair, the Honourable
Bob Runciman, presiding.
Members of the committee present: The Honourable Senators Beyak,
Boisvenu, Dagenais, Dallaire, Fraser, Joyal, P.C., McIntyre, Rivest,
Runciman and White (10).
In attendance: Lyne Casavant, Erin Shaw and Julia Nicol, Analysts,
Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, May
21, 2013, the committee continued its consideration of Bill C-15, an act to
amend the National Defence Act and to make consequential amendments to other
acts. (For complete text of the order of reference, see proceedings of
the committee, Issue No. 36).

Canadian Forces Grievance Board:
Bruno Hamel, Chair.
Military Police Complaints Commission:

Julianne Dunbar, General Counsel and Director of Operations.
As an individual:
Captain (N) (Ret'd) Holly MacDougall, former director, Military
Prosecutions, National Defence.
The chair made an opening statement.
Mr. Daigle, Mr. Hamel and Mr. Stannard each made a statement and answered

At 11:45 a.m., the committee resumed.
Ms. MacDougall made a statement and answered questions.
At 12:24 p.m., the committee suspended.
At 12:25 p.m. the committee resumed and, pursuant to the order of
reference adopted by the Senate on Thursday, March 21, 2013, the committee
began its consideration of Bill C-350, An Act to amend the Corrections and
Conditional Release Act (accountability of offenders).
Guy Lauzon, M.P., Stormont—Dundas—South Glengarry, sponsor of the
Mr. Lauzon made a statement and answered questions.
At 1:06 p.m., the committee adjourned to the call of the chair.
