The Standing Senate Committee on Fisheries and Oceans has the honour to table its
SEVENTH REPORT
Your committee, which was authorized to examine the subject matter of those elements contained in Subdivisions A, B and C of Division 21 of Part 4 of Bill C-47, An Act to implement certain provisions of the budget tabled in Parliament on March 28, 2023, has, in obedience to the order of reference of Thursday, April 27, 2023, examined the said subject matter and now reports as follows:
1.On May 9, 2023, the committee received testimony from Transport Canada and Fisheries and Oceans Canada officials and on May 16, 2023, the committee received testimony from the Shipping Federation of Canada on the subject matter of those elements contained in Subdivisions A, B and C of Division 21 of Part 4 of Bill C-47.
2.During those meetings, the committee posed various questions, including questions regarding Indigenous rights and engagement with Indigenous and coastal communities. The committee acknowledges and thanks the witnesses for answering those questions.
3.The committee recognizes that the text in Subdivisions A, B and C of Division 21 of Part 4 of Bill C-47 is very technical in nature. Having no clear connection to the government budgetary policy, the committee hopes that, in the future, such technical content would be introduced in separate legislation.
4.The committee recommends that the standing Senate committee chosen to do the clause-by-clause consideration of Subdivisions A, B and C of Division 21 of Part 4 of Bill C-47 when the bill is referred to the Senate, meet with the Shipping Federation of Canada to hear their concerns.
5.The committee would like to take this opportunity to thank witnesses for being well prepared when they appeared and for answering questions thoughtfully and thoroughly.
