The Standing Senate Committee on Official Languages has the honour to present its

FIFTH REPORT

Your committee, which was authorized by the Senate on Thursday, April 6, 2017, to examine and report on Canadians’ views about modernizing the Official Languages Act, respectfully requests funds for the fiscal year ending March 31, 2018, and requests, for the purpose of such study, that it be empowered to:

(aengage the services of such counsel, technical, clerical and other personnel as may be necessary;

(badjourn from place to place within Canada; and

(ctravel inside Canada.

Pursuant to Chapter 3:06, section 2(1)(c) of the Senate Administrative Rules, the budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that committee are appended to this report.

Study on Canadians’ views about modernizing the Official Languages Act

APPLICATION FOR BUDGET AUTHORIZATION FOR THE FISCAL YEAR ENDING MARCH 31, 2018

Extract from the Journals of the Senate, Thursday, April 6, 2017:

The Honourable Senator Tardif moved, seconded by the Honourable Senator Jaffer:

That the Standing Senate Committee on Official Languages be authorized to examine and report on Canadians’ views about modernizing the Official Languages Act. Considering that the Act will be turning 50 in 2019 and that it affects various segments of the Canadian population, that the committee be authorized to:

(aExamine and report on young Canadians’ views about the advancement of both official languages, how they identify with the languages and related cultures, the motivations for learning the other official language, the employment opportunities and future of bilingual youth, and what can be done to enhance federal support for linguistic duality;

(bIdentify the concerns of official language minority communities — and their sector-based organizations (e.g., health, education, culture, immigration) — regarding the implementation of the Official Languages Act, and what can be done to enhance their vitality and to support and assist their development;

(cExamine and report on the views of stakeholders who have witnessed the evolution of the Official Languages Act since it was enacted 50 years ago, with a focus on success stories, its weaknesses, and what can be done to improve it;

(dIdentify issues specific to the administration of justice in both official languages, potential shortcomings of the Official Languages Act in this regard, and what can be done to ensure respect for English and French as the official languages of Canada;

(eIdentify issues specific to the powers, duties and functions of federal institutions with respect to the implementation of the Official Languages Act — particularly the roles of the departments responsible (e.g., Canadian Heritage, Treasury Board Secretariat, Department of Justice, Public Service Commission of Canada) and the Office of the Commissioner of Official Languages — and what can be done to ensure the equality of both official languages in the institutions subject to the Act; and

That the committee submit interim reports on the aforementioned themes, that it submit its final report to the Senate no later than June 30, 2019, and that it retain all powers necessary to publicize its findings until 180 days after the tabling of the final report.

APPENDIX (B) TO THE REPORT

Thursday, June 15, 2017

The Standing Committee on Internal Economy, Budgets and Administration has examined the budget presented to it by the Standing Senate Committee on Official Languages for the proposed expenditures of the said committee for the fiscal year ending March 31, 2018, for the purpose of its special study on Canadians’ views about modernizing the Official Languages Act, as authorized by the Senate on Thursday, April 6, 2017. The approved budget is as follows:

Activity 1: Prince Edward Island

(includes funds for public hearings and a fact-finding mission; includes funds for 12 senators to travel)

The budgets approved by the Senate for each travel activity are the maximum amount that can be spent for that activity;

Budgets normally include funds for the full membership of the committee to travel;

In general, a reduced delegation actually travels and efforts are made to find additional savings;

Therefore, actual expenditures are expected to be considerably below the approved budget, and they will be reported to the Senate;

In keeping with the claw back process that is already in effect, any unexpended funds allocated in this budget for travel will be returned to the central committees’ budget at the end of October 2017, to ensure that funds are not tied up unnecessarily. These funds will be made available for redistribution to all committees for travel in the Fall of 2017, upon application to the Committee on Internal Economy, Budgets and Administration.

Any surplus funds remaining at the conclusion of a travel activity will be clawed-back and can be made available for allocation to committees for other activities.
