The Standing Senate Committee on National Security and Defence met this day at 10:50 a.m., in Wardroom, CFB Halifax, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Cordy, Forrestall, Kenny, Munson and Nolin (5).

In attendance: From the Parliamentary Research Branch, Library of Parliament: William Price and Brigadier- General (Ret'd) Jim Cox, Analysts; Major General (Ret'd) Keith McDonald, Senior Military Advisor; Barry Denofsky, National Security Advisor; Inspector Harold O'Connell, RCMP Liaison Officer; and Captain (N) Kenneth Stewart, DND Liaison Officer.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 20, 2004, the committee continued its examination on the need for a national security policy for Canada. (See Issue No. 1, Monday, October 25, 2004, of the committee's proceedings for the full text of the Order of Reference.)

WITNESSES:

Colonel Alan Blair, 12 Wing Commander;

Colonel Perry Matte, 14 Wing Commander.

The Chair made an opening statement.

Colonel Blair and Colonel Matte each made a presentation and answered questions.
