The Standing Senate Committee on Energy, the Environment and Natural Resources met at 3:25 p.m. this day, the Chairman, the Honourable Ronald D. Ghitter, presiding.

Members of the committee present: The Honourable Senators Anderson, Buchanan, Cochrane, Ghitter, Grafstein, Hays, Hervieux-Payette, Kinsella, Lewis, Mercier, Spivak and Taylor. (12)

Other senators present: The Honourable Senators Beaudoin, Kenny, Landry, Nolin, Petten, Robichaud.(6)

In attendance: Alan Nixon from the Library of Parliament and Cathy Piccinin.

The Committee, in compliance with its Order of Reference dated Tuesday, December 17, 1996, proceeded to consider Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances.

Mr. Monahan and Mr. Frémont made opening statements and answered questions.

Mr. Feltham and Mr. Appleton made opening statements and answered questions.

Mr. Ingram, Mr. Ferland, Mr. O'Brien and Mr. Donald all made opening statements and answered questions.

At 7:45 p.m., the committee adjourned to the call of the Chair.
