The Standing Senate Committee on Energy, the Environment and Natural Resources met at 9:07 a.m. this day, the Chairman, the Honourable Ronald D. Ghitter, presiding.
Members of the committee present: The Honourable Senators Anderson, Bonnell, Ghitter, Hays, Kenny, Kinsella, Marchand, Nolin, Perrault, Rossiter, Spivak and Taylor. (12)
Other senators present: The Honourable Senators Hébert and Poulin. (2)
In attendance: Cathy Piccinin, Legislative Clerk, Committees and Private Legislation Directorate.
Also in attendance: The official reporters of the Senate.
The committee, in compliance with its Order of Reference dated Tuesday, December 17, 1996, resumed consideration of Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances.
The Honourable Senator Kinsella moved, -- THAT clause-by-clause consideration of Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, be postponed until the questions listed in motion number 83 of the Senate be considered by the Senate.
After debate, the question being put on the motion, it was negatived on the following division: Yeas: 5 -- Nays: 7
The Honourable Senator Kenny moved, -- THAT Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, be adopted without amendment and reported to the Senate this day.
The Chair having ruled the motion out of order, the Honourable Senator Hays moved, -- THAT the ruling of the Chair not be sustained.
