The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 505, Victoria Building, at 3:25 p.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.

Members of the Committee present: The Honourable Senators Beaudoin, Bryden, Carstairs, Corbin, Doyle, Jessiman, Lewis, Milne, Nolin and Pearson (10).

Other Senator present: The Honourable Senator Kinsella (1).

In attendance: Jane Allain, Research Officer, Research Branch of the Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Canadian Medical Association:

Dr. Jack Armstrong, President;

Carole Lucock, Senior Legal Counsel, Manager Legal Services;

Dr. Anne Carter, Associate Director, Health Care and Promotion.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 21, 1996, the Committee commenced its consideration of Bill C-8, An Act respecting the control of certain drugs, their precursors and other substances and to amend certain other Acts and repeal the Narcotic Control Act in consequence thereof.

Dr. Jack Armstrong made a statement and, together with Carole Lucock and Dr. Anne Carter, answered questions.

It was agreed that the Chair write to the Minister of Health to inquire why the concerns raised by the Canadian Medical Association were not addressed by the amendments made to Bill C-7, now Bill C-8, in the House of Commons during the First Session of the 35th Parliament.

The Honourable Senator Lewis moved, - THAT the following budget application for the fiscal year 1996-1997 be concurred in and that the Chairman submit same to the Standing Senate Committee on Internal Economy, Budgets and Administration for consideration:

Professional and Other Services $ 12,300

Transportation and Communications $ 26,000

Other Expenditures $ 1,500

TOTAL $ 39,800

The question being put on the Motion, - it was agreed.

At 4:40 p.m., the Committee adjourned to the call of the Chair.
