The Standing Senate Committee on Legal and Constitutional Affairs, met this day, in Room 505, Victoria Building, at 3:16 p.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Carstairs, Doyle, Ghitter, Gigantès, Milne, Moore and Pearson (8).

In attendance: Gérald Lafrenière and Marilyn Pilon, Research Officers, Research Branch of the Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Justice:

Mr. Richard Mosley, Assistant Deputy Minister, Criminal and Social Policy Sector;

Mr. William Bartlett, Legal Counsel, Canadian Firearms Centre;

Mr. Michel Plouffe, Senior Project Manager, Canadian Firearms Centre.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, November 27, 1996, the committee commenced its consideration of the Regulations pursuant to Section 118 of the Firearms Act.

The Chair made an opening statement.

Mr. Richard Mosley made a statement and, together with Messrs William Bartlett and Michel Plouffe, answered questions.

At 5:00 p.m., the committee adjourned to the call of the Chair.
