The Standing Senate Committee on Social Affairs, Science and Technology, which had met in camera at 9:30 a.m., met publicly at 10:12 a.m. this day, the Chair, the Honourable Senator Mabel DeWare, presiding.

Members of the Committee present: The Honourable Senators Bosa, Cohen, Cools, DeWare, Gigantès, Lavoie-Roux, Losier-Cool and Phillips (8).

Other Senator present: The Honourable Senator Lewis.

In attendance: From the Research Branch of the Library of Parliament: Grant Purves, Research Officer.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Health:

André Juneau, Assistant Deputy Minister, Policy and Consultation Branch;

Mark Wheeler, Assistant Director, Health Policy Division;

Mario Simard, Senior Counsel, Legal Services.

Pursuant to the Order of Reference adopted by the Senate on April 30, 1996, the Committee began its consideration of Bill C-18, An Act to establish the Department of Health and to amend and repeal certain Acts.

Mr. André Juneau tabled a document with the Clerk for distribution to Committee members entitled "Health Canada Outlook 1996-97 to 1998-99", being Exhibit No. 5900-2.35/S2-C-18-8.2 "1".

Mr. Juneau made an opening statement and answered questions.

The Honourable Senator Bosa moved that the Committee report Bill C-18 back to the Senate without amendment.

After debate, the Honourable Senator Lavoie-Roux moved that a recommendation be included with the report indicating the need for continued interaction between the Departments of Health and Human Resources Development once the duties and responsibilities of the former Department of Health and Welfare have been fully reassigned.

The question, as amended, being put on the motion, was adopted.

At 10:47 a.m., the Committee adjourned to the call of the Chair.
