The Standing Senate Committee on Social Affairs, Science and Technology met this day, in Room 356-S, Centre Block, at 10:07 a.m., the Chair, Honourable Mabel M. DeWare, presiding.

Members of the committee present: The Honourable Senators Cohen, Cools, DeWare, Forest, Haidasz, Losier-Cool and Maheu. (7).

In attendance: From the Research Branch of the Library of Parliament: Molly Dunsmuir and Grant Purves, Research Officers.

Also in attendance: The official reporters of the Senate.

WITNESS:

Dr. Rick Frecker, Ph.D. Psychopharmacology; Associate Dean, Undergraduate Medical Education, University of Toronto; Chief, Medical Services, Addiction Research Foundation.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 21, 1996, the committee resumed its consideration of Bill S-5, An Act to restrict the manufacture, sale, importation and labelling of tobacco products (for complete text of Order of Reference see Proceedings of the committee dated October 1, 1996, Issue No. 11).

Doctor Frecker made an opening statement and answered questions.

At 10:45 a.m., the Honourable Senator Losier-Cool assumed the Chair.

The Honourable Senator Cohen moved adoption of the budget of the Subcommittee on Post-Secondary Education for the fiscal year ending March 31, 1998, adopted by the subcommittee on March 20, 1997, as follows:

Professional and Special Services $ 3,000
Transportation and Communications 15,000
All Other Expenditures 0

$18,000

At 11:02 a.m., the committee adjourned to the call of the Chair.

The question being put on the motion, it was agreed.
