The Standing Senate Committee on Transport and Communications met this day at 5:11 p.m., the Chair, the Honourable Senator Lise Bacon, presiding.

Members of the committee present: The Honourable Senators Bacon, Forrestall, Hébert, Johnson, Mercier, Milne, Poulin, Robichaud, Spivak, St. Germain and Taylor. (11)

In attendance: Terrence J. Thomas, Research Officer, Economics Division, Research Branch, Library of Parliament; Matthew W. Fraser, Expert Consultant.

Also present: The official reporters of the Senate.

WITNESSES:

From the Department of Industry:

Mr. Leonard St-Aubin, Director, Business and Regulatory Analysis, Telecommunications Policy Branch;

Ms Millie Nickason, Counsel, Industry Canada Legal Services, Department of Justice;

Mr. James Ladouceur, Senior Policy Analyst, Telecommunications Policy Branch.

From Bell Canada:

Sheridan Scott, Vice-President, Multimedia Law and Regulation;

Al Wallace, Vice-President, Regulatory Matters.

Pursuant to the Order of Reference adopted by the Senate on February 12, 1997, the committee proceeded to consider Bill C-57, An Act to amend the Bell Canada Act.

The witnesses from the Department of Industry made a statement and answered questions.

The witnesses from Bell Canada made a statement and answered questions.

It was agreed, -- THAT the presentation by Bell Canada be filed with the clerk of the ccommittee as Exhibit 5900 T1-2.35/C-57-10, "1".

The Honourable Senator Poulin moved that Bill C-57, An act to amend the Bell Canada Act be reported without amendment and that the Chair be authorized to present the report in the Senate.

The question being put on the motion, it was adopted.

It was agreed, -- THAT the evidence taken this day be referred to the Subcommittee on Communications of this Committee for consideration.

At 6:21 p.m., the committee adjourned to the call of the Chair.
