The Standing Senate Committee on Transport and Communications met this day at 6:09 p.m., the Chair, the Honourable Senator Lise Bacon, presiding.

Members of the committee present: The Honourable Senators Atkins, Adams, Bacon, Forrestall, Mercier and Poulin. (6)

In attendance: Terrence J. Thomas, Research Officer, Economics Division, Research Branch, Library of Parliament; Matthew W. Fraser, Expert Consultant; Michel Patrice, Legislative Clerk, Committees and Private Legislation Directorate.

Also present: The Official Reporters of the Senate.

WITNESSES:

From the Public Interest Advocacy Centre:

Michael Janigan, Executive Director and General Counsel;

Andrew Reddick, Director of Research.

From the Cable Television Standards Foundation:

Gérald Lavallée, President & Chief Executive Officer.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, December 3, 1996, the Committee resumed consideration of Bill C-216, An Act to amend the Broadcasting Act (broadcasting policy).

The Honourable Senator Poulin moved that all remaining witnesses be heard on April 8, 1997 and that thereafter the Bill be reported to the Senate at the earliest opportunity.

The question being put on the motion, it was adopted.

The witnesses from the Public Interest Advocacy Centre made a statement and answered questions.

It was agreed, -- That the presentation by the Public Interest Advocacy Centre be filed with the Clerk of the Committee as Exhibit 5900 T1 -2.35 /C-216, 11, "3".

The witnesses from the Cable Television Standards Foundation made a statement and answered questions.

It was agreed, -- That the presentation by the Cable Television Standards Foundation be filed with the Clerk of the Committee as Exhibit 5900 T1 -2.35 /C-216, 11, "4".

At 7:07 p.m., the committee adjourned to the call of the Chair.
