The Standing Senate Committee on Banking, Trade and Commerce met this day, at 11:05 a.m. in room 505, Victoria Building, the Deputy Chairman, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Angus, Austin, P.C., Callbeck, Kelleher, P.C., Meighen, Oliver, Stewart, and Tkachuk (8).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Ms June Dewetering, Researcher, Economics Division.

Also present: The official reporters of the Senate.

WITNESSES:

From the Caisse de dépôt et de placement du Québec:

Mr. Jean-Claude Cyr, Vice-President, Development and planning, and Coordinator for Quebec economic matters.

Pursuant to the Order of Reference adopted by the Senate on Thursday, February 12, 1998, the committee proceeded to study the governance provisions set out in the Canada Pension Plan Investment Board Act (previously Bill C-2). ). (See Issue No. 8, February 17, 1998, for the full text of the Order of Reference .)

Ms Priest made an opening statement and then answered questions.

Mr. Cyr made an opening statement and then answered questions.

At 1:20 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Banking, Trade and Commerce met this day, at 11:05 a.m. in room 505, Victoria Building, the Chairman, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Angus, Callbeck, Kelleher, P.C., Kirby, Meighen, Oliver, Stewart and Tkachuk (8).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Mr. Gerry Goldstein, Director, Economics Division.

Also present: The official reporters of the Senate.

WITNESSES:

From the Department of Industry:

Mr. Peter Sagar, Director General, Entrepreneurship and Small Business; and

Ms Marie-Josée Thivierge, Director, Strategic and Financial Planning, former Director, Small Business Loans Administration.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, March 25, 1998, the committee proceeded to study Bill C-21, An Act to amend the Small Business Loans Acts.

Mr. Sagar made an opening statement and then, along with Ms Thivierge, answered questions.

It was agreed, -- That the Senate Banking Committee be involved in the Department of Industry's consultations on the substantive review of the act, which will take place before any further legislative changes are introduced.

It was agreed, -- That the chairman write a letter to the Leader of the Government in the House of Commons, with a copy to the Minister of Industry, complaining once again about how little time was left to the Senate to deal with legislation that had to be passed by a certain date.

It was agreed, -- That, Bill C-21 be adopted and reported to the Senate without amendment.

At 11:35 a.m., pursuant to the Order of Reference adopted by the Senate on Thursday, February 12, 1998, the committee proceeded to study the governance provisions set out in the Canada Pension Plan Investment Board Act (previously Bill C-2). (See Issue No. 8, February 17, 1998, for the full text of the Order of Reference.)

The committee reviewed, in camera, a draft report on the Canada Pension Plan Investment Board.

It was agreed, -- That the committee be authorized to take along a couple of staff from each side to assist members on their upcoming travel.

At 12:30 p.m., the committee adjourned to the call of the Chair.
