The Subcommittee on Communications of the Standing Senate Committee on Transport and Communications met at 11:45 a.m. this day, for the purpose of organization.

Members of the subcommittee present: The Honourable Senators Perrault, Poulin, Rompkey and Spivak. (4)

In attendance: Terrence J. Thomas, Research Officer, Economics Division, Research Branch, Library of Parliament; and Matthew Fraser, Special advisor to the subcommittee.

Also in attendance: The official reporters of the Senate.

The subcommittee proceeded to organize pursuant to the resolution of the committee on October 23, 1997.

The Clerk of the subcommittee presided over the election of the Chairman.

The Honourable Senator Spivak moved, -- That the Honourable Senator Poulin be Chairman of the subcommittee.

The question being put on the motion, it was adopted.

The Honourable Senator Rompkey moved, -- That the Honourable Senator Spivak be Deputy Chairman of the subcommittee.

The question being put on the motion, it was adopted.

The Honourable Senator Perrault moved, -- That the Chairman and Deputy Chairman of the subcommittee be empowered to make decisions on behalf of the subcommittee with respect to its agenda, to invite witnesses and schedule hearings.

The question being put on the motion, it was adopted.

The Honourable Senator Rompkey moved, -- That the subcommittee print 200 copies of its proceedings and that the Chairman be authorized to adjust this number to meet demand.

The question being put on the motion, it was adopted.

The Honourable Senator Rompkey moved, -- That pursuant to rule 89, the Chairman be authorized to hold meetings, to receive and authorize the printing of the evidence when a quorum is not present, provided that a representative of each party is present.

The question being put on the motion, it was adopted.

The Honourable Senator Spivak moved, -- That the subcommittee ask the Library of Parliament to assign research officers to the subcommittee and, -- That the Chairman, on behalf of the subcommittee direct the research staff in the preparation of studies, analyses, summaries and draft reports.

The question being put on the motion, it was adopted.

The Honourable Senator Rompkey moved, -- That pursuant to the Senate guidelines for witnesses expenses, the subcommittee may reimburse reasonable travelling and living expenses for no more than two witnesses from any one organization and payment will take place upon application.

The question being put on the motion, it was adopted.

It was agreed that the subcommittee proceed in camera.

The Honourable Senator Spivak moved, -- That the following budget application be approved for submission to the Standing Senate Committee on Transport and Communications:

SUMMARY OF EXPENDITURES

Professional and Special Services $ 76,000

Transportation and Communications 73,350

Other Expenditures 1,000

Total $ 152,350

At 12:10 p.m., the committee adjourned to the call of the Chair.

The Subcommittee on Communications of the Standing Senate Committee on Transport and Communications met in camera this day at 3:15 p.m., the Chairman, the Honourable Senator Poulin presiding.

Members of the subcommittee present: The Honourable Senators Johnson, Poulin, and Spivak. (3)

In attendance: Terrence J. Thomas, Research Officer, Economics Division, Research Branch, Library of Parliament; and Matthew Fraser, Special advisor to the subcommittee.

WITNESSES:

From Industry Canada:

Dr. Robert W. McCaughern, Acting Director General, Spectrum Engineering Branch;

Dr. Gerald K. Chan, Director, Terrestrial Engineering Branch.

The subcommittee proceeded to consider Canada's international competitive position in Communications as authorized by the Senate on October 29, 1997 and the committee on October 30, 1997.

The witnesses made a statement and answered questions.

At 5:00 p.m., the committee adjourned to the call of the Chair.
