The Standing Senate Committee on Fisheries met this day at 3:50 p.m. in Room 356-S, Centre Block, the Chairman, the Honourable Gerald Comeau, presiding.
Members of the committee present: The Honourable Senators Adams, Comeau, Cook, Mahovlich, Meighen and Robichaud (Saint-Louis-de-Kent) (6).
In attendance: From the Research Branch of the Library of Parliament: Claude Emery, Research Officer.
Also in attendance: The official reporters of the Senate.

Mr. Jacque Robichaud, Director General, Resource Management Directorate, Fisheries Management;
Mr. David Rideout, Director General, Aquaculture, Restructuring and Adjustment;
Mr. Larry Murray, Associate Deputy Minister.
Pursuant to the Order of Reference adopted by the Senate on December 1, 1998, the committee continued its examination of the Estimates of the Department of Fisheries and Oceans for the fiscal year ending March 31, 1998 (Parts I and II, tabled in the Senate on March 17, 1998; Report on Priorities and Planning and Departmental Performance Report, tabled in the Senate on November 3, 1998), and other matters relating to the fishing industry. (See Proceedings of the Committee dated March 4, 1999, Issue No. 17 for complete text of Order of Reference.)
It was moved by Senator Mahovlich, seconded by Senator Meighen -- That the document entitled "Fisheries and Oceans Response to the Report of the Standing Senate Committee on Fisheries Entitled: "Privatization and Quota Licensing in Canada's Fisheries" dated April 14, 1999" be printed as an appendix to this day's Minutes of Proceedings. (See Appendix A, following the Evidence.)
The question being put on the motion, it was agreed.
The Honourable David Anderson made a statement and, with Mr. Robichaud, answered questions.
Senator Robichaud moved -- That a correction be made to the proceedings of 99-04-15 (page 18:22) as follows:
The Department said it would be increased so that the people making all the money would be in a position to pay into the workers' fund. That is a noble goal, but I would be willing to bet that people who will make the most money will not be the ones doing the processing. I am not trying to blame you, but this is an issue I feel very strong about.
The question being put on the motion, it was agreed.
