The Standing Senate Committee on Foreign Affairs met in camera at 3:20 p.m., this day, in Room 160-S, Centre Block, the Chair, the Honourable John B. Stewart, presiding.

Members of the committee present: The Honourable Senators Andreychuk, De Bané, P.C., Di Nino, Grafstein, Stewart, Stollery and Whelan, P.C. (7).

Other senator present: The Honourable Senator Prud'homme, P.C. (1).

In attendance: Peter Berg and Julie Cusson, from the Library of Parliament.

The committee proceeded to study its future business.

It was agreed -- That, in order for the committee to meet with the Standing Committee on Foreign Affairs and International Trade in a joint meeting Wednesday, March 10 at 3:30 p.m. that the Chairman seek advice from the Table on the process to follow and proceed on this matter.

It was agreed -- That, concerning Bill S-22, An Act authorizing the United States to preclear travellers and goods in Canada for entry into the United States for the purposes of customs, immigration, public health, food inspection and plant and animal health, the committee hear representatives of the Canadian Bar Association, Wednesday next at 6:00 p.m. and that the Subcommittee on Agenda and Procedure decide on additional witnesses.

It was moved, by the Honourable Senator Andreychuk -- That the following motion be adopted and that the Chairman present it in the Senate;

-- That the Standing Senate Committee on Foreign Affairs be authorised to examine and report on Canada's policy and interests in Russia, Ukraine and the Caspian Sea region;

-- That the committee have power to engage the services of such counsel and technical, clerical and other personnel as may be necessary for the purpose of its examination and consideration of the said order of reference;

-- That the committee have power to adjourn from place to place inside and outside Canada; and

-- That the committee submit is final report no later than March 31, 2000 and that the committee retain all powers necessary to publicize the findings of the committee contained in the final report until April 22, 2000.

After debate,

The question being put on motion, it was resolved in the affirmative.

It was moved the Honourable Di Nino,-That the following motion be adopted and that the Chairman present it in the Senate.

-- That the Standing Senate Committee on Foreign Affairs be authorised to examine and report on possible reforms to the International Monetary Fund, especially in its economic and financial surveillance activity and its lending practices, and on other international financial and trade developments;

-- That the committee have power to engage the services of such counsel and technical, clerical and other personnel as may be necessary for the purpose of its examination and consideration of the said order of reference;

-- That the committee have power to adjourn from place to place inside and outside Canada; and

-- That the committee submit is final report no later than March 31, 2000 and that the committee retain all powers necessary to publicize the findings of the committee contained in the final report until April 22, 2000.

Members of the committee present: The Honourable Senators Andreychuk, Bolduc, Corbin, De Bané, P.C., Di Nino, Doody, Grafstein, Losier-Cool, Stewart (9).

Other senator present: The Honourable Senator Prud'homme, P.C. (1).

In attendance: Peter Berg and Julie Cusson, from the Library of Parliament.

The committee proceeded to study its future business.

Mr. Jim Lee of the Library of Parliament gave a briefing on Nuclear Disarmament issues in preparation for the Joint Committee meeting with the House of Commons Standing Committee on Foreign Affairs and International Trade.

At 7:20 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Foreign Affairs met in a joint session with the House of Commons Standing Committee on Foreign Affairs and International Trade at 3:30 p.m., this day, in Room 253-D, Centre Block, the Joint Chairmen, the Honourable John B. Stewart and Mr. Bill Graham, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bolduc, Corbin, De Bané, P.C., Di Nino, Grafstein, Losier-Cool, Stewart and Whelan, P.C. (9).

Other senators present: The Honourable Senators Johnson, Kroft, Kelleher, P.C., Prud'homme, P.C., and Spivak (5).

Members of the House of Commons Committee present: Assadourian, Augustine, Bachand, Beaumier, Finestone, P.C., Graham, Guay, Martin, Mills, Penson, Reed, Robinson, Sauvageau and Speller (14).

In attendance: From the Research Branch of the Library of Parliament: Peter Berg, Julie Cusson and Jim Lee.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 4, 1999, the committee met on nuclear disarmament issues.

Robert McNamara, Former U.S. Defence Secretary;

General Lee Butler, Former Commander-in-Chief of U.S. Defence;

Dr. Thomas Graham, Director of International Security Programs, Rockefeller Foundation.

Mr. Graham, Mr. McNamara, General Butler and Dr. Graham made opening statements and answered questions.

At 5:00 p.m., the committee adjourned to the call of the Chair.
