The Standing Senate Committee on Social Affairs, Science and Technology met this day in Room 705, Victoria Building, at 3:55 p.m., the Chairman, the Honourable Lowell Murray, presiding.
Members of the committee present: The Honourable Senators Balfour, Butts, Cohen, Cools, Doody (for Balfour -- 4:05 p.m.), Ferretti Barth, Gill, Lavoie-Roux, LeBreton, Maloney, Murray, P.C., Pépin (for Maloney -- 5:10 p.m.), Poy, Robichaud, P.C. (Saint-Louis-de-Kent) (14).
Other senators present: The Honourable Senators Chalifoux, Watt and Wilson (3).
In attendance: From the Library of Parliament Research Branch: Jack Stilborn
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Monday, May 11, 1999, the committee continued its consideration of Bill C-66, An Act to amend the National Housing Act and the Canada Mortgage and Housing Corporation Act and to make a consequential amendment to another Act.

The Chairman made a statement.
The Honourable Senator Gill moved, -- That the committee concur in the following budget application for the purpose of its special study on issues relating to persons coming under the jurisdiction of Veterans Affairs Canada:

The question being put on the motion, it was agreed.
Mr. Daniels made a statement. Mr. Daniels tabled two videos entitled, A Question of Fairness and Nobody's Indians. Mr. Daniels, together with the other witnesses, answered questions.
Mr. Rochon made a statement and, together with the other witnesses, answered questions.
The Chairman made a statement.
After debate,
The Honourable Senator Butts moved, with leave, -- That the committee dispense with clause-by-clause consideration of Bill C-66.
Leave was not granted.
The Honourable Senator Butts moved, -- That the title and clauses 1 through 43 of Bill C-66 be adopted.
The question being put on the motion, it was agreed.
The Honourable Senator Cools moved, -- That Bill C-66 be reported to the Senate without amendment.
The question being put on the motion, it was agreed.
After debate,
It was agreed, -- That the committee attach its observations on Bill C-66 as an appendix to its report and that the said observations be viewed and approved by members of the committee once drafted by the Researcher from the Library of Parliament before Bill C-66 is reported to the Senate.
Pursuant to the Order of Reference adopted by the Senate on Thursday, June 3, 1999 the committee began its consideration of Bill C-64, An Act to establish an indemnification program for travelling exhibitions.

The Honourable Senator LeBreton moved, -- That the title and clauses 1-6 of Bill C-64 be adopted.
The question being put on the motion, it was agreed.
The Honourable Senator LeBreton moved, -- That Bill C-64 be reported to the Senate without amendment.
The question being put on the motion, it was agreed.
