The Standing Senate Committee on Transport and Communications met this day at 3:35 p.m., the Chairman, the Honourable Senator Bacon, presiding.

Members of the committee present: The Honourable Senators Adams, Bacon, Bryden, Buchanan, De Bané, Forrestall, Johnstone, Poulin and Rompkey (9).

Other senators present: The Honourable Senators Cook and Oliver.

In attendance: Terry Thomas, Library of Parliament and Matthew Fraser, Special Advisor to the Committee.

Also in attendance: The official reporters of the Senate.

APPEARING:

The Honourable John Manley, P.C., M.P., Minister of Industry.

WITNESSES:

From Industry Canada:

Larry Shaw, Director.

From the Competition Bureau:

Conrad von Finckenstein, Director of Investigation and Research;

Robert Lancop, Assistant Deputy Director of Investigation and Research, Civil Matters.

Pursuant to the Order of Reference adopted by the Senate on February 24, 1998, the Committee continued its consideration of Bill C-17, an Act to amend the Telecommunications Act and the Teleglobe Canada Reorganization and Divestiture Act. (See Issue No. 6, Thursday, March 12, 1998 for full text of Order of Reference.)

The Honourable John Manley made a statement and answered questions.

At 4:00 p.m., the committee suspended.

At 4:10 p.m., the committee resumed.

The other witnesses each made a statement and answered questions.

It was agreed -- That the committee complete clause-by-clause consideration of Bill C-17.

It was agreed -- That clauses 1 to 5 carry.

It was agreed -- That clauses 6 to 10 carry.

It was agreed -- That clauses 11 to 24 carry.

It was agreed -- That the preamble carry.

It was agreed -- That the title carry.

It was agreed -- That Bill C-17 be reported to the Senate without amendment.

At 5:15 p.m., the committee adjourned to the call of the Chair.
