The Standing Senate Committee on Banking, Trade and Commerce met this day at 3:50 p.m. in room 505, Victoria Building, the Chairman, the Honourable E. Leo Kolber, presiding.

Members of the committee present: The Honourable Senators Finnerty, Furey, Hervieux-Payette, P.C., Kolber, Kroft, Meighen, Oliver, Poulin, Stratton, Tkachuk and Wiebe (11).

Other senator present: The Honourable Senator Kenny (1).

In attendance: Mr. Stephen L. Harris, and from the Parliamentary Research Branch, Library of Parliament, Economics Division: Mr. Alexandre Laurin, Research Officer, Mr. Marion Wrobel, Senior Analyst.

Also present: The official reporters of the Senate.

Mr. Rob Cunningham, Senior Policy Analyst.

From the Canadian Psychoanalytic Society:

Dr. Roger A. Dufresne, Chairman, Committee on the GST;

Professor Charles M.T. Hanly, Member, Committee on the GST;

Dr. Arthur S. Leonoff, Member, Committee on the GST.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 28, 2000, the committee proceeded to study Bill C-24, Sales Tax and Excise Tax Amendments Act, 1999.

Mr. Cullen made an opening statement and with Ms Legare and Mr. Willis answered questions.

At a later date, officials of the Department of Finance will provide written responses to questions asked by committee members.

Mr. Kyle and Mr. Cunningham made a statement and answered questions.

Mr. Dufresne made a statement and with Mr. Hanly and Mr. Leonoff answered questions.

At 5:40 p.m., the committee considered its future business in camera.

At 6:10 p.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Furey, Hervieux-Payette, P.C., Kolber, Kroft, Oliver, Poulin, Robichaud, P.C. (Saint-Louis-de-Kean), Tkachuk and Wiebe (9).

Ms Marlene Legare, Senior Chief, Sales Tax Division, Tax Policy Branch.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 28, 2000, the committee proceeded to study Bill C-24, Sales Tax and Excise Tax Amendments Act, 1999.

It was agreed -- That Bill C-24 be adopted and reported to the Senate without amendments but with observations.

Ms Legare made a statement on the GST/HST treatment of psychoanalytic services and answered questions.

At 11:40 a.m., the committee discussed its future business in camera.

It was agreed, -- That the Chairman seek the authority from the Senate to permit the committee to undertake a comparative study of the findings of the committee's report entitled, "A Blueprint for Change: Response to the Report of the Task Force on the Future of the Canadian Financial Services Sector," tabled in the Senate on December 2, 1998 and the subject-matter of Bill C-38, An Act to establish the Financial Consumer Agency of Canada and to amend certain Acts in relation to financial institutions, or any matter relating thereto.

At 12:00 p.m., the committee adjourned to the call of the Chair.
