The Standing Senate Committee on Transport and Communications met in camera this day at 5:40 p.m., in room 356-S, Centre Block, the Chair, the Honourable Lise Bacon, presiding.

Members of the committee present: The Honourable Senators Bacon, Callbeck, Finestone, P.C., Forrestall, Hervieux-Payette, P.C., Johnson, Spivak and Taylor (8).

The committee proceeded to study a draft of the legislative budget of the committee.

It was moved by the Honourable Senator Forestall, -- That the following budget application be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

SUMMARY OF EXPENDURES

Professional and Special Services $ 40,000
Transportation and Communications $ 10,700
Other Expenditures $ 700

Total $ 51,400

The question being put on the motion, it was resolved in the affirmative.

The committee proceeded to study a draft of the budget for its Special Study on the policy issues for the 2lst century in communications technology, its consequence, competition and the outcome for consumers.

It was moved by the Honourable Senator Spivak, -- That the following budget application be approved for submission to the Standing Committee on Internal Economy, Budgets:

Professional and Special Services $ 57,500
Transportation and Communications $ 121,650
Other Expenditures $ 1,000

Total $ 180,150

The committee proceeded to study future business of the committee.

It was moved by the Honourable Senator Callbeck, -- That the study on the policy issues for the 21st century in communications technology, its consequence, competition and the outcome for consumers, referred to the committee by the Senate on February 23, 2000, be referred to the Senate Subcommittee on Communications for consideration and report pursuant to the rules of the Senate.

The question being put on the motion, it was resolved in the affirmative.

It was moved by the Honourable Senator Forrestall -- That the Honourable Senator Johnson be on the initial membership of the Subcommittee on Communications.

The question being put on the motion, it was resolved in the affirmative.

The committee proceeded to the presentation of proposed Order of Reference on Transportation Safety.

It was moved by the Honourable Senator Finestone, P.C., -- That the Chair be authorized to present to the Senate for adoption the following Order of Reference:

That the Standing Senate Committee on Transport and Communications be authorized to examine and make recommendations upon the state of transportation safety and security in Canada and to complete a comparative review of technical issues and legal and regulatory structures with a view to ensuring that transportation safety and security in Canada are of such high quality as to meet the needs of Canada and Canadians in the twenty-first century;

That the papers and evidence received and taken on the subject and the work accomplished by the Special Senate Committee on Transportation Safety and Security during the First Session of the Thirty-sixth Parliament be referred to the Committee; and

That the committee submit its final report no later than December 31, 2000.

At 6:30 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Transport and Communications met this day at 9:30 a.m., in room 256-S, Centre Block, the Chair, the Honourable Lise Bacon, presiding.

Members of the committee present: The Honourable Senators Adams, Bacon, Callbeck, Furey, Johnson, Maheu, Perrault, P.C., Poulin, Roberge and Spivak (10).

In attendance: The official reporters of the Senate and Martin Brennan, special advisor to the committee.

WITNESSES:

André Pageot, Director General, Marine Policy and Programs;

Jerry Rysanek, Director, International Marine Policy and Liability;

Mark Gauthier, Senior Counsel, Legal Services.

Pursuant to the Order of Reference adopted by the Senate on April 4, 2000, the committee proceeded to study Bill S-17. (See Issue No. 10, Wednesday, March 1 , 2000 and Tuesday, April 11, 2000 for full text of the Order of Reference.)

The witnesses made presentation and answered questions from the members of the committee.

At 11:25 a.m., the committee adjourned to the call of the Chair.
