OTTAWA, Wednesday, June 14, 2000

The Standing Senate Committee on Transport and Communications, to which was referred Bill C-26, to amend the Canada Transportation Act, the Competition Act, the Competition Tribunal Act and the Air Canada Public Participation Act and to amend another Act in consequence, met this day at 5:30 p.m. to give clause-by-clause consideration to the bill.

The Chairman: Honourable senators, our agenda today calls for clause-by-clause consideration of Bill C-26, following which I suggest that we pause for dinner and then deal with the observations in camera.

Senator Forrestall: To what observations are you referring?

The Chairman: I imagine that we will present observations with our report, unless you do not want observations.

Senator Forrestall: That is not quite the point. You run the committee, my charming chair, and I will do what I have to do.

The Chairman: I am in your hands, honourable senators.

Senator Forrestall: I thought we would only give the bill clause-by-clause consideration.

The Chairman: We can make observations at the same time.

Senator Forrestall: The word "observations" may well have been used. It never crossed my mind. I am not prepared to make observations.

Senator Perrault: Let's get rolling.

The Chairman: If you do not want observations, we will not make them.

Senator Forrestall: I have an important dinner to attend.

Senator Spivak: As do I, although it is not the same one. I am wondering if it would be possible, and I do not know how other senators feel, to go through the observations immediately after clause-by-clause consideration.

The Chairman: It is up to you, honourable senators. I made a suggestion. I do not want you to be starving and unhappy.

Senator Kirby: I have not heard anyone mention any amendments. If there are no amendments, clause-by-clause consideration can be done in three minutes. Then, if you have draft observations that none of us have seen, we can have a discussion.

The Chairman: We would have time to read them and discuss them.

Senator Gill: That is good.

The Chairman: Very well. Is it agreed, honourable senators, that the committee move to clause-by-clause consideration of Bill C-26?

Hon. Senators: Agreed.

The Chairman: Shall the title stand postponed?

Hon. Senators: Agreed.

The Chairman: Carried.

Shall the preamble stand postponed?

Hon. Senators: Agreed.

The Chairman: Shall clauses 1 to 8 carry?

Hon. Senators: Agreed.

The Chairman: Carried.

Shall clauses 9 to 10 carry?

Hon. Senators: Agreed.

The Chairman: Carried.

Shall clauses 11 to 15 carry?

Hon. Senators: Agreed.

The Chairman: Carried.

Shall clause 16 carry?

Hon. Senators: Agreed.

The Chairman: Carried.

Shall clauses 17 to 19 carry?

Hon. Senators: Agreed.

The Chairman: Carried.

Shall clauses 20 and 21 carry?

Hon. Senators: Agreed.

The Chairman: Carried.

Shall the preamble carry?

Hon. Senators: Agreed.
