The Standing Senate Committee on Transport and Communications met this day, in camera, at 5:35 p.m., in room 256-S, Centre Block, the Chair, the Honourable Lise Bacon, presiding.

Members of the committee present: The Honourable Senators Adams, Bacon, Callbeck, Cordy, Finestone, P.C., Forrestall, Johnson, Perrault, P.C., Roberge and Spivak (10).

In attendance: Bruce Carson, special advisor.

Pursuant to the Order of Reference adopted by the Senate on March 21, 2000, the committee proceeded to examine and make recommendations upon the state of transportation safety and security in Canada and to complete a comparative review of technical issues and legal and regulatory structures with a view to ensuring that transportation safety and security in Canada are of such high quality as to meet the needs of Canada and Canadians in the twenty-first century.

It was moved by the Honourable Senator Perrault, P.C. -- That the draft report, subject to changes to be approved by the Chair and the Deputy Chair of the committee, be adopted as the report of the committee and that the Chair be authorized to table it, pursuant to the order of reference adopted by the Senate on March 21, 2000.

It was moved by the Honourable Senator Roberge -- That the budget application for the special study on transportation safety be approved for submission to the Standing Committee on Internal Economy, Budgets:

The Standing Senate Committee on Transport and Communications met this day, at 5:30 p.m., in room 256-S, Centre Block, the Chair, the Honourable Lise Bacon, presiding.

Members of the committee present: The Honourable Senators Adams, Bacon, Callbeck, Finestone, P.C., Forrestall, Poulin and Spivak (7).

In attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on June 28, 2000, the committee proceeded to study Bill S-26.

The witnesses each made a statement and answered questions from the members of the committee.

It was agreed -- That the committee move to clause-by clause consideration of Bill S-26.

It was agreed -- That the title stand postponed.

It was agreed -- That clause 1 carry.

It was agreed -- That clause 2 carry.

It was agreed -- That clause 3 carry.

It was agreed -- That clause 4 carry.

It was agreed -- That the title carry.

It was agreed -- That the bill carry.

It was agreed -- That the Chair report the bill, as adopted, to the Senate.

At 6:15 p.m., the committee adjourned to the call of the Chair.
